Book excerpt: The Army, which has over 250,000 TWVs, generally categorizes the vehicles as heavy, medium, and light. Heavy TWVs represent about 10 percent of the Army's TWV fleet and include vehicles like the Heavy Equipment Transporter System, which is used to transport main battle tanks and other heavy equipment. Medium TWVs represent about 40 percent of the Army's TWV fleet and include vehicles for hauling cargo and for launch and support platforms? weapon systems such as the High- Mobility Artillery Rocket System. Light TWVs represent about 50 percent of the Army's TWV fleet and currently consist of the HMMWV family of vehicles, which began production in 1983. The Army's HMMWV program also provides vehicles to satisfy Marine Corps and Air Force requirements. The HMMWV has gone through various upgrades during its nearly 30-year history and has served as DOD's primary wheeled vehicle for shelter carriers, command and control systems, light cargo and troop carriers, weapons carriers, and ambulances. This report addresses issues related to light tactical vehicles and the M-ATV. The M-ATV is not considered a light vehicle by its weight, but it is being used for functions typically done by light tactical vehicles. In February 2005, Marine Corps combatant commanders identified an urgent operational need for armored tactical vehicles to increase crew protection and mobility of Marines operating in hazardous fire areas against improvised explosive devices, rocket-propelled grenades, and small arms fire. In response, the Marine Corps identified the solution as the up-armored HMMWV. Over the next 18 months, however, combatant commanders continued to call for more robust mine-protected vehicles. The solution to the requirement was the MRAP family of vehicles.

The strategy covers the time period of the present through Fiscal Year (FY) 2025 and supersedes the Army 2009 TWV Investment Strategy. This Strategy will inform the requirements process, TWV Acquisition Strategy, Fleet Management Plan (to be published), and the development of the Army Program Objective Memorandum (POM).

Book excerpt: " DOD's need for TWVs dramatically increased in response to operational demands and threats experienced in Afghanistan and Iraq. TWVs primarily transport cargo and personnel in the field and include the High Mobility Multi-purpose Wheeled and Mine Resistant Ambush Protected vehicles. The U.S. TWV industrial base, which includes manufacturers and suppliers of major subsystems, increased production to meet DOD's wartime requirements. That base now faces uncertainties as DOD's budget declines and operational requirements for these vehicles decrease. In addition to sales to DOD, U.S. manufacturers sell vehicles to foreign governments. The Senate Armed Services Committee Report on a bill for the National Defense Authorization Act for Fiscal Year 2012 directed GAO to (1) describe the composition of the U.S. TWV industrial base, (2) determine how many U.S. manufactured TWVs were purchased by foreign governments from fiscal years 2007 through 2011, and (3) identify factors perceived as affecting foreign governments' decisions to purchase these vehicles. GAO analyzed data from DOD on U.S. and foreign government TWV purchases, as well as sales data from the four primary U.S. TWV manufacturers. GAO also collected data from five foreign governments, including those that did and did not purchase U.S. TWVs. "

Book excerpt: The U.S. Army operates and maintains the largest trucking fleet in the United States. Its fleet consists of over 246,000 trucks, and it is responsible for buying and developing trucks for all branches of the armed forces. The Army's tactical wheeled vehicle fleet is the logistical backbone of the Army, and annually, the fleet logs about 823 million miles. The fleet consists of a number of types of vehicles. They include eight different families of trucks from the High Mobility Multi-Purpose Wheeled Vehicles to M900 series line haul tractors and special bodies. The average age of all the trucks within the Army fleet is 15 years, and very few have more than traditional driving instrumentation on-board. Over the past decade, the Department of Transportation's (DOT's) Intelligent Transportation Systems (ITS) Program has conducted research and deployment activities in a number of areas including in-vehicle systems, communication and telematics technologies. Many current model passenger vehicles have demonstrated the assimilation of these technologies to enhance safety and trip quality. Commercial vehicles are also demonstrating many new electronic devices that are assisting in making them safer and more efficient. Moreover, a plethora of new technologies are about to be introduced to drivers that promise greater safety, enhanced efficiency, congestion avoidance, fuel usage reduction, and enhanced trip quality. The U.S. Army has special needs with regard to fleet management, logistics, sustainability, reliability, survivability, and fuel consumption that goes beyond similar requirements within the private industry. In order to effectively apply emerging ITS technologies to the special needs of the U.S. Army, planning for the conduct of the Army's Vehicle Intelligence Program (AVIP) has now commenced. The AVIP will be focused on the conduct of research that: (1) will apply ITS technologies to the special needs of the Army, and (2) will conduct research for special needs wi th regard to vehicle control, driver assistance, integration of vehicle intelligence and robotic technologies, managing effectively the information flow to drivers, enhanced logistics capabilities and sustainability of the Army's fleet during battlefield conditions. This paper will highlight the special needs of the Army, briefly describe two programs, which are embracing ITS technologies to a limited extent, will outline the AVIP, and will provide some insight into future Army vehicle intelligence efforts.
