In this report, Lesser examines internal and external stresses that may affect those relations. Since these countries face massive demographic and economic problems, militant Islam poses an immediate political challenge. With nonaligned status no longer carrying weight in the post-Cold War era, nuclear and ballistic missile programs are seen as a potent source of geostrategic weight. Algeria's size, energy resources, penchant for international activism, military potential, and nuclear ambitions are likely to make it the leading actor in the region. U.S. interests in regional stability, Lesser concludes, would be best served by a restoration of democratic process: future economic and security assistance initiatives should be predicated on progress in this direction. U.S. interests throughout the region would be best served by expanded political and commercial ties, but expanded security arrangements would be detrimental. However, U.S. presence in and around the Mediterranean is regarded favorably as a potentially useful counterbalance to Europe.

Libya's dire state of affairs has had significant repercussions not only on its internal security and stability, but also on that of its neighboring countries, particularly the ones with long and exposed land borders. The worsening of the security situation has led North African countries to cooperate on strengthening their military and security collaboration. However, while rapid progress has been made in establishing bilateral cooperation between Algeria and its neighbors, Tunisia and Libya, there has been a grave failure to launch a regional security initiative that is effectively capable of dealing with the range of cross-border and internal security threats that face all of these countries. The failure to construct a regional-security structure in North Africa is due primarily to decades-long differences between Algeria and Morocco over a variety of pending issues, including the disputed Western Sahara territory. In addition, the fluid political and security situation in Libya has impeded engagement in any bilateral or regional security cooperation framework. Foreign policy analysts, military strategists, and international affairs scholars may be interested in this text. Book excerpt: The goal of this conference was to exchange views on regional security challenges, their underlying causes, and appropriate strategies for addressing them. Differing Tunisian and American perceptions of these challenges soon emerged. The American security concern is two-tiered: the shorter-term threat is the incremental spread of radical Islam, ultimately capturing the region, creating a tide of refugees in France, Italy, and Spain. The longer-term threat is the possibility that radical-leaning regimes would acquire weapons of mass destruction and that those regimes would disrupt the Middle East peace process. Other American concerns included controlling state-directed terrorism and the possible resurgence of dormant non-Islamic radicalism by anti-Western and anti-U.S. figures, such as Qadhafi. The main Challenges Facing North Africa include: Demographics(illiteracy levels unemployment, underemployment, internal migration to urban areas, declining agricultural production and social dysfunctions generated by a permanent lower class). External debt; Islamic Radicalism; and Proliferation of weapons of mass destruction (WMD). The U.S. delegates were less sanguine than their hosts about the emerging economic- political-security environment. At the same time, they did not consider that emerging security challenges in North Africa would impact directly on U.S. security interests. U.S. concerns were the-Potential instability of Authoritarian regimes and the Lack of a regional security community.

In addition to these crises of civil war, ethnic conflict, state insecurity, and rampant corruption at all levels, the HIV/AIDS pandemic has ravaged the continent for the past four decades. The only major pan-African organization—the African Union—is unable to lead and defend the continent effectively. At this crucial period when the continent is confronted with these myriad of security challenges, it needs effective, strong leadership that possesses both human and natural resources to play a leadership role in Africa and lead the continent in the new global order of the twenty-first century. The contributors to this volume analyze many of these issues and place them in the wider context of global security.

What has been the extent of continuity and change in each country’s foreign policy-making and behaviour under such conditions? Which structural and agential factors explain the variations observed, or the lack thereof? Building on scholarship on foreign policy in the Global South and the Middle East and North Africa (MENA) as well as the international impact of the 2011 Arab uprisings, case studies on six different countries focus on a specific level of analysis for each. These range from the global (Tunisia’s financial predicaments and foreign debt negotiations) through the (sub)regional (Egypt’s relationship of necessity with Saudi Arabia, Algeria’s half-hearted policies towards the conflicts in Libya and Mali) to the domestic sphere (Morocco’s power balance between the monarchy and the Islamist-led government, Libya’s extreme state weakness and internal competition among proliferating actors), reaching also the deeper non-state societal level in the case of Mauritania. The volume concludes by examining post-2011 developments in the longstanding Algerian–Moroccan rivalry which hinders regional integration in the Maghreb. Foreign Policy in North Africa will be of great interest to scholars of North African politics and international relations, Middle Eastern and North African studies, foreign policy and global international relations.
