Book excerpt: The emotional reaction across North Africa during the Gulf War, and the deepening turmoil in Algeria as the country grapples with an assertive Islamic movement, have awakened Western interest in the prospects for stability along the southern shore of the Mediterranean. The alarming demographic imbalance between north and south and the resulting flow of migrants to an increasingly inhospitable Europe is now a feature of the European security debate. To these concerns must be added the risk of nuclear and ballistic missile proliferation emanating from Libya and Algeria. Among foreign and security policy elites and publics in southern Europe, France, and to a growing degree in Europe as a whole, it has become fashionable to refer to a new arc of crisis in the south. Previous RAND reports have charted this new aspect of the European security environment and the significance for U.S. policy. The North African dimension of the evolving security situation in the Mediterranean was not systematically explored in these reports, except as it was reflected in the views of southern Europeans. This report attempts to fill this gap, focusing on regional developments as seen from the south. The report discusses the prospects for stability in Morocco, Algeria, and Tunisia, identifies regional flash-points, and assesses the implications for U.S. policy.

Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

Since the end of the Cold War, little significance has been placed on the African continent in the security and political considerations of the Western world. However, post-9/11 international security has been redefined, and new challenges have been identified. Thus, at the beginning of the twenty-first century, Africa is facing a variety of new security challenges. Africa has become an increasingly important battleground in the fight against terrorism. Since the beginning of 2011, the new revolutions, now known as the Arab Spring, that swept through North Africa have created new challenges for the African continent and are compounding the African peoples’ struggles for poverty alleviation, state stability, security, socio-political and socio-economic development, democracy, and good governance. In addition to these crises of civil war, ethnic conflict, state insecurity, and rampant corruption at all levels, the HIV/AIDS pandemic has ravaged the continent for the past four decades. The only major pan-African organization—the African Union—is unable to lead and defend the continent effectively. At this crucial period when the continent is confronted with these myriad of security challenges, it needs effective, strong leadership that possesses both human and natural resources to play a leadership role in Africa and lead the continent in the new global order of the twenty-first century. The contributors to this volume analyze many of these issues and place them in the wider context of global security.

Libya's dire state of affairs has had significant repercussions not only on its internal security and stability, but also on that of its neighboring countries, particularly the ones with long and exposed land borders. The worsening of the security situation has led North African countries to cooperate on strengthening their military and security collaboration. However, while rapid progress has been made in establishing bilateral cooperation between Algeria and its neighbors, Tunisia and Libya, there has been a grave failure to launch a regional security initiative that is effectively capable of dealing with the range of cross-border and internal security threats that face all of these countries.The failure to construct a regional-security structure in North Africa is due primarily to decades-long differences between Algeria and Morocco over a variety of pending issues, including the disputed Western Sahara territory. In addition, the fluid political and security situation in Libya has impeded engagement in any bilateral or regional security cooperation framework.

Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

Book excerpt: Three years ago, a young Tunisian unleashed a wave of mass political protest and change across North Africa and the broader Middle East, and also across the world. The Arab Spring has affected each of the countries of North Africa that we will discuss today. Morocco and Algeria have maintained basic political continuity during the Arab Spring. Tunisia and Libya have undergone fundamental and at times violent political change. Tunisia is participating in a national dialogue, and Tunisians seem generally committed to a democratic process, but in each of these countries there is significant work to do. The deterioration of security conditions recently has raised important questions and has raised the stakes certainly for local citizens and communities, and also for the United States and our interests. Violent extremist groups appear to be exploiting porous borders in the region and the weaknesses of security forces across North Africa. Al Qaeda in the Islamic Maghreb, AQIM, its affiliates and breakaway factions, and movements referring to themselves as Ansar al-Sharia are also capitalizing on divisive and entity issues, as well as popular frustrations with the slow pace of reforms in these transitional states.
