This (re)assessment is more urgent considering the relatively recent intensification of great power conflict dynamics and the nuclear-weapon states’ recommitments to modernizing, augmenting, or tailoring their nuclear forces to address vital state and alliance interests. And, especially since the beginning of the administration of U.S. President Donald J. Trump, these recommitments have accelerated the degree to which the political and moral dilemmas of (the threat of) nuclear use define and intensify existential risks for specific states and the international community at large. To execute this (re)assessment, this book details how strategic, political, legal, and moral reasoning are deeply intertwined on the questions of vital state and global values. Its ontological assumptions are taken from a broadly construed IR Constructivist stance, and its epistemological approach applies non-ideal moral principles informed by Kantian thought to selected problems of nuclear-armed security competition as they evolved since President Barack Obama’s 2009 Prague Declaration. This non-ideal moral approach employed is committed to the view that the dual imperatives of humanity’s survival and the common security of states requires an international order which privileges considerations of justice over power-political considerations. This non-ideal moral approach is a necessary element of theorizing a set of practices to effectively address the challenges and dilemmas of reordering international politics in terms of justice.

Taliaferro presents a historical and comparative analysis of how successive US presidential administrations have employed inducements and coercive diplomacy toward Israel, Pakistan, South Korea, and Taiwan over nuclear proliferation. Taliaferro shows that the ultimate goals in each administration, from John F. Kennedy to George H. W. Bush, have been to contain the Soviet Union's influence in the Middle East and South Asia and to enlist China as an ally of convenience against the Soviets in East Asia. Policymakers' inclinations to pursue either accommodative strategies or coercive nonproliferation strategies toward allies have therefore been directly linked to these primary objectives. Book excerpt: Since its enactment in 1970, the Nuclear Non-Proliferation Treaty (NPT), has become one node of a massive, sprawling, multibillion-dollar regime that is considered essential to slowing the proliferation of nuclear weapons and weapons technology. However, according to Shampa Biswas, these well-intentioned efforts to halt the spread of nuclear weapons deflect attention from a hierarchical global nuclear order dominated by powerful states and capitalist interests that benefit from the status quo. In Nuclear Desire, Biswas proposes that pursuit and production of nuclear power is sustained by this unequal global order whose persistent and daily harmful effects are experienced by some of the most vulnerable bodies around the world. Making a compelling case for nuclear abolition, she shows that the path to nuclear zero is more successfully traversed through the perspective of postcolonialism and the political economy of injustice?rather than through the prism of “security.” In the end, the nonproliferation regime maintains a hierarchy of haves and have-nots, one that reinforces inequalities that run counter to the NPT’s broader goal. Innovative, forcefully argued, and long overdue, Nuclear Desire moves beyond conventional critiques to give scholars and students of international relations new insights into how a more secure world might simultaneously be more peaceful and just.
