Within the rich historical context of the Balkan Wars and subsequent displacement of many people from the region and beyond, this book discusses the types and locations of borders as well as their development, transformation, and impact on people on the move. These border crossers fall into three distinct categories: people from the Middle East, Africa, and Asia transiting the region; citizens of the Western Balkans seeking asylum and access to labour markets in the EU; and women border crossers. Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

This ATC brought together more than 50 military and civilian participants from 7 countries in the Western Balkans and south-eastern Europe and 35 expert lecturers. Highlighting critical components and providing a unique insight which contributes to the academic debate on gender mainstreaming in P/CVE and CT efforts, the book will be of interest to all those involved in countering the spread of terrorism worldwide.

Book excerpt: NATO, an organisation brought together to function as an anti-communist alliance, faced existential questions after the unexpected collapse of the USSR at the beginning of the 1990s. Intervention in the conflict in Bosnia between 1992 and 1995 gave it a renewed sense of purpose and a redefining of its core mission. Abe argues that an impetus for this change was the norm dilemma that the conflict in Bosnia represented. On the one hand a state which oversaw the massacre of its civilians was in breach of international norms, but on the other hand intervention by outside states would breach the norms of sovereign integrity and non-use of force. NATO, as an international governance organisation, thus became a vehicle for avoiding this kind of dilemma. A detailed case study of NATO during the Bosnian war, this book explores how the differing views and preferences among the Western states on the intervention in Bosnia were reconciled as they agreed on the outline of NATO’s reform. It examines detailed decision-making processes in Britain, France, Germany and the USA. In particular Abe analyses why conflicting norms led to an emphasis on conflict prevention capacity, rather than simply on armed intervention capacity.

Book excerpt: Exploring the largely positive representations of Romanian Germans predominating in post-1989 Romanian society, this book shows that the underlying reasons for German prestige are strongly connected with Romania’s endeavors to become European. The election, in 2014, of Klaus Iohannis as Romania’s president was hailed as evidence that the country chose a 'European’ future: that Iohannis belonged to Romania’s tiny German minority was also considered to have played a part in his success. Cercel argues that representations of Germans in Romania, descendants of twelfth-century and eighteenth-century colonists, become actually a symbolic resource for asserting but also questioning Romania’s European identity. Such representations link Romania’s much-desired European belonging with German presence, whilst German absence is interpreted as a sign of veering away from Europe. Investigating this case of discursive "self-colonization" and this apparent symbolic embrace of the German Other in Romania, the book offers a critical study of the discourses associated with Romania’s postcommunist "Europeanization" to contribute a better understanding of contemporary West-East relationships in the European context. This fresh and insightful approach will interest postgraduates and scholars interested in Central, Eastern and Southeastern Europe and in German minorities outside Germany. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

It argues that the question we need to ask is how security communities work at a time when armed conflicts among states have become significantly less frequent compared to other non-military threats and trans-boundary risks (e.g. terrorism and the adverse effects of climate change). Drawing upon recent advances in practice theory, the book suggests that the emergence and spread of cooperative security practices, ranging from multilateral diplomacy to crisis management, are as important for understanding how security communities work as more traditional confidence-building measures. Using the EU, Spain and Morocco as an in-depth case study, this volume reveals that through the institutionalization of multilateral venues, the EU has provided cooperative frameworks that otherwise would not have been available, and that the de-territorialized notion of security threats has created a new rationale for practical cooperation between Spanish and Moroccan diplomats, armed forces and civilian authorities.
