This practice raises several questions, the answers to which have significant policy implications: Has U.S. assistance improved the effectiveness of internal security forces in countering security threats? Has it improved the accountability and human rights records of these forces? What is the relationship between improving security and improving accountability and human rights? This study addresses these questions by examining the results of U.S. assistance to four states: El Salvador, Uzbekistan, Afghanistan, and Pakistan. U.S. assistance to El Salvador improved the accountability and human rights practices of the Salvadoran police but not their effectiveness as violent crime rates soared. In Uzbekistan, programs focused on counterproliferation, export control, and specific investigatory techniques were effective. But autocracy and repression by Uzbek officials, including security forces, have increased in recent years. Assistance to Afghanistan has somewhat improved the accountability and human rights practices of Afghan security forces. The vast majority of serious human rights abuses in the country are now committed by insurgent groups and warlords. In Pakistan, the U.S. government has not paid significant attention to the implications of its security assistance for the improvement of accountability and human rights, in large part because these goals have not been a focus of that assistance. Overall, these analyses suggest that efforts to improve the effectiveness, human rights, and accountability of internal security forces are more likely to be successful when states are transitioning from repressive to democratic systems. In addition, several factors are critical for success: the duration of assistance, viability of the justice system, and support and buy-in from the local government (including key ministries).

Book excerpt: This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book will be of much interest to students of international security, peacebuilding, statebuilding, development studies and IR in general.

She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.
