Book excerpt: Over the past 20 years scholars, policymakers, and the media have increasingly recognized the links between both traditional and non-traditional security issues and the changing condition of the global environment. Concepts such as 'environmental security' and 'resource conflict' have been used to hint at these significant linkages. While there has been a good deal of scholarly work conducted that seeks to identify the ways that actors link these concepts, there has been little examination of the intersection between approaches to environmental security and gender. This book explores this intersection to provide an insight into the gendered nature of both global environmental politics and security studies. It examines how the issues of security and the environment are linked to theory and practice, and the extent to which gender informs these discussions. By adopting a feminist environmental security discourse, this book provides crucial redefinitions of key concepts and offers new insights into the ways we understand security-environment connections. Case studies evaluate if, and how, environment and security discourses are being used to understand a range of environmental issues, and how a feminist environmental security discourse contributes to our understanding of security-environment connections. This multidisciplinary volume draws on literature from the environmental sciences, security studies and sociology to highlight the complex human insecurities that often accompany environmental change. As conceptualizations of security continue to shift and broaden to include environmental issues and concerns, it is imperative that gender informs the debate.

Most Northern governments, militaries, think tanks and NGOs believe so, as do many academic researchers, on the grounds that increased temperatures, changing precipitation patterns and rising sea levels will worsen existing social stresses, especially within poor societies and marginal communities across Africa and Asia. This book argues otherwise. The first collection of its kind, it brings together leading scholars of Anthropology, Geography, Development Studies and International Relations to provide a series of critical analyses of mainstream thinking on the climate-security nexus. It shows how policy discourse on climate conflict consistently misrepresents the causes of violence, especially by obscuring its core political dimensions. It demonstrates that quantitative research provides a flawed basis for understanding climate-conflict linkages. It argues that climate security discourse is in hoc with a range of questionable military, authoritarian and developmental agendas. And it reveals that the greening of global capitalism is already having violent consequences across the global South. Climate change, the book argues, does indeed have serious conflict and security implications – but these are quite different from how they are usually imagined. Book excerpt: Climate change is expected to bring new challenges and opportunities for the livelihoods of rural communities in Uganda, where more than 80% of the population depends on rain-fed agriculture. The purpose of this review was to analyze national policies on climate change adaptation, agriculture, forests, management of forested and agroforested landscape ecosystems and their goods and services, and the roles of stakeholders in the national arena. Recognizing the role of forest cover in climate change mitigation and adaptation, this review is based on stakeholder engagement and analysis of published literature on the policy, institutional and socioeconomic drivers of forest cover change around Mount Elgon. The bulk of Ugandas forests are on land under private ownership and deforestation has occurred mainly in such forests. Several national laws and international conventions ratified by Uganda offer a framework under which forests are managed. Management of protected forests is shared between central and local authorities. Several natural resource policies are likely to have significant unintended impacts that may enable or limit the adaptation of stakeholders and ecosystems to climate change. The current climate change policy, which is an overarching document that addresses climate change in Uganda, suggests that policy responses, either sector specific or crosscutting in nature, be harmonized in order to better address the challenges associated with climate change adaptation and mitigation.
