Book excerpt: This book critiques the conceptualization of security found in mainstream and critical theoretical debates, and applies this to the empirical case of the 2003 Iraq War. The Iraq War represents one of the most puzzling, complex, and controversial events in the post-Cold War era. The manner in which the Bush administration finally decided to hold Saddam Hussein accountable through military intervention provoked a worldwide outcry due to the narratives they constructed to justify the "pre-emptive use of force" and "enhanced interrogation techniques." Responding to constructivist and post-structuralist scholars' calls for a turn to discourse, and aligning its argument with critical security studies, particularly the Copenhagen School (CS), this book conceptualizes language as a pivotal mechanism of power. Adopting a Wittgensteinian approach, it moves away from thinking about the nexus between security and language from a single action, or speech act, to a series of actions or interactions. To illustrate this new approach, the author examines two cases in particular: the UN inspectors' finding that there was no credible evidence that Iraq possessed weapons of mass destruction (WMD) in early 2003 and the Abu Ghraib scandal in 2004. Both events show that the boundaries and relations between securitized rules and environments are not pre-given but produced in a particular language game. This book will be of much interest to students of critical security studies, US foreign policy, and IR in general.

The responses of democratic states throughout the world to the September 2001 terrorist attacks have varied greatly. It seeks to explain differences in the security policies and practices of Australia, Canada, France, Germany and the UK regarding the war in Afghanistan, domestic counterterrorism measures and the Iraq War. To this end, the book combines the concepts of strategic culture and securitisation into a theoretical model that disentangles the individual structural and agential causes of the use of force by the state and sequentially analyses the impact of each causal component on the other. It argues that the norms of a strategic culture shape securitisation processes of different expressions, which then bring about distinct modes of the use of force in individual security policy decisions. While governments can also deviate from the constraints of a strategic culture, this is likely to encounter a strong reaction from large parts of the population which in turn can lead to a long-term change in strategic culture. The work focuses on and compares the activities of the US companies Blackwater and Dyncorp. Despite sharing several important characteristics, such as working for the same client (the US State Department) during the same time period, the employees of Blackwater fired their weapons far more often, and killed and seriously injured far more people in Iraq than their counterparts in DynCorp. In order to explain this disparity, the book undertakes the most comprehensive analysis ever attempted on the use of violence by the employees of these firms. Based on extensive empirical research, it offers a credible explanation for this difference: Blackwater maintained a relatively bellicose military culture that placed strong emphasis on norms encouraging its personnel to exercise personal initiative, proactive use of force, and an exclusive approach to security, which, together, motivated its personnel to use violence quite freely against anyone they suspected of posing a threat. Specifically, Blackwater s military culture motivated its personnel to fire upon suspected threats more quickly, at greater distances, and with a greater quantity of bullets, and to more readily abandon the people they shot at when compared to DynCorp s personnel, who maintained a military culture that encouraged far less violent behaviour. Utilizing the Private Security Company Violent Incident Dataset (PSCVID), created by the author in 2012, the book draws upon data on hundreds of violent incidents involving private security personnel in Iraq to identify trends in the behaviour exhibited by the employees of different firms. Based on this rich and original empirical data, the book provides the definitive study of contemporary private security personnel in the Iraq War. This book will be of much interest to students of the Iraq War, Private Security Companies, Military Studies, War and Conflict Studies and IR in general. "
