Book excerpt: This book critiques the conceptualization of security found in mainstream and critical theoretical debates, and applies this to the empirical case of the 2003 Iraq War. The Iraq War represents one of the most puzzling, complex, and controversial events in the post-Cold War era. The manner in which the Bush administration finally decided to hold Saddam Hussein accountable through military intervention provoked a worldwide outcry due to the narratives they constructed to justify the "pre-emptive use of force" and "enhanced interrogation techniques." Responding to constructivist and post-structuralist scholars' calls for a turn to discourse, and aligning its argument with critical security studies, particularly the Copenhagen School (CS), this book conceptualizes language as a pivotal mechanism of power. Adopting a Wittgensteinian approach, it moves away from thinking about the nexus between security and language from a single action, or speech act, to a series of actions or interactions. To illustrate this new approach, the author examines two cases in particular: the UN inspectors' finding that there was no credible evidence that Iraq possessed weapons of mass destruction (WMD) in early 2003 and the Abu Ghraib scandal in 2004. Both events show that the boundaries and relations between securitized rules and environments are not pre-given but produced in a particular language game. This book will be of much interest to students of critical security studies, US foreign policy, and IR in general.

Securitisation theory has become one of the key components of security studies and IR courses in recent years, and this book represents the first attempt to provide an integrated and rigorous overview of securitization practices within a coherent framework. To do so, it organizes securitization around three core assumptions which make the theory applicable to empirical studies: the centrality of audience, the co-dependency of agency and context and the structuring force of the dispositif. These assumptions are then investigated through discourse analysis, process-tracing, ethnographic research, and content analysis and discussed in relation to extensive case studies. This innovative new book will be of much interest to students of securitisation and critical security studies, as well as IR theory and sociology. Thierry Balzacq is holder of the Tocqueville Chair on Security Policies and Professor at the University of Namur. This book explores "shaping": the use of military power to construct a more favorable environment by influencing the characteristics of other militaries, altering the relationships between them, or managing the behavior of allies. As opposed to traditional strategies of warfighting or coercion, shaping relies less on threats, demonstrations, and uses of violence and more on attraction, persuasion, and legitimacy. Because shaping relies more on soft power than on hard power, this approach contradicts the conventional wisdom of the purpose militaries serve. Kyle J. Wolfley explores the emergence of shaping in classical strategy and its increased frequency following the end of the Cold War when threats and allies became more ambiguous. He illustrates the four logics of shaping—attraction, socialization, delegation, and assurance—through five case studies of recent major military exercise programs led by the United States, China, India, the United Kingdom, and Russia. Moreover, the author reveals through sentiment analysis and statistics of over one thousand multinational exercises from 1980 to 2016 how major powers reacted to a complex international environment by expanding the number and scope of shaping exercises. Illuminating an understudied but surprisingly common tool of military statecraft, this book offers a fresh understanding of military power in today's competitive international system.

Public authorities in El Salvador, Honduras and Guatemala have sought repressive measures to increase public safety and to contain such violence, for which youth gangs (maras) are principally held responsible. Substantiated by interviews with key stakeholders in Geneva, Switzerland, this desk review offers a comprehensive understanding of the motivations and the intended effects behind the suppressive strategies of the respective governments. Viewing the gang phenomenon through the lens of securitization theory allows for a new understanding of how the maras are dealt with. This paper also traces how the concerned states have shaped a certain construction of these gangs and reveals a blurred line between the political and the security sectors. The analysis finds that interests other than combatting a security threat, as well as the particular historical and societal contexts of the three countries, decisively influence how the maras issue is addressed.
