How does a person acquire these human assets and how can we promote their development? Securing the Future assembles an interdisciplinary team of scholars to investigate the full range of factors—pediatric, psychological, social, and economic—that bear on a child's development into a well-adjusted, economically productive member of society. A central purpose of the volume is to identify sound interventions that will boost human assets, particularly among the disadvantaged. The book provides a comprehensive evaluation of current initiatives and offers a wealth of new suggestions for effective public and private investments in child development. While children from affluent, highly educated families have good quality child care and an expensive education provided for them, children from poor families make do with informal child care and a public school system that does not always meet their needs. How might we best redress this growing imbalance? The contributors to this volume recommend policies that treat academic attainment together with psychological development and social adjustment. Mentoring programs, for example, promote better school performance by first fostering a young person's motivation to learn. Investments made early in life, such as preschool education, are shown to have the greatest impact on later learning for the least cost. In their focus upon children, however, the authors do not neglect the important links between generations. Poverty and inequality harm the development of parents and children alike. Interventions that empower parents to fight for better services and better schools are also of great benefit to their children. Securing the Future shows how investments in child development are both a means to an end and an end in themselves. They benefit the child directly and they also help that child contribute to the well-being of society. Book excerpt: With the strong leadership of Governor Andrew Cuomo, solid support from the state legislature, the Regents, and the New York State Education Department, and the unwavering commitment of Mayor Bill de Blasio of New York City, New York State has made significant strides over the past year in expanding access to high-quality full-day prekindergarten across the state. With this important momentum and committed leaders, the state is now in a position to make prekindergarten truly universal. But to do so, several aspects of the existing legislation must be modified, and the funding system must be stabilized at an adequate level. To show how to accomplish this, the Center for Children's Initiatives (CCI) and the Campaign for Educational Equity at Teachers College (CEE) have revised the statewide roadmap for "Making Prekindergarten Truly Universal in New York" that was originally published in October 2013. The authors incorporate the new funding and quality standards initiatives that the governor and the legislature adopted this year and propose the modifications and reforms that are now needed to merge these advances into a coherent, sustainable, universal system. The ultimate goal, as argued in the original roadmap, is to recognize the right of every three and four year old to high-quality, full-day prekindergarten. In this report, the authors lay out the steps down that path, year by year, starting with important modifications of the Statewide Universal Full-Day Prekindergarten Program in the state's 2015 budget, and moving toward a guarantee of full access to full-day prekindergarten. The state should continue to support the service in both public schools and community-based settings, to assure families have a broad range of options to meet their needs.

It also examines the progress towards a secure and stable Afghanistan within the wider region, including Pakistan, and the plans by the UK, NATO and other allies for a smooth transition of responsibility for security to the Afghan Government and the ANSF. Securing the future of Afghanistan requires the concerted efforts of all the Afghan people; regional neighbours, in particular Pakistan; the USA; NATO and other coalition partners. In the process of establishing a peaceful and functioning Afghanistan, the Committee calls for evidence of: (i) At least the start of an Afghan-led peace settlement with the insurgency; (ii) Open and free elections; (iii) An appropriately trained and equipped ANSF with continuing financial support; (iii) A strong judicial system which protects the human rights of all Afghans; (iv) Economic development aid to continue in support of the well being and safety of all sections of society; (v) Effective measures to tackle corruption, drug production and the drug trade. The MoD needs to work with international partners and the ANSF to identify ways of meeting significant gaps in necessary capabilities such as helicopters and close air support and medical care from 2015. The Defence Committee concludes that at the end of UK operations the best the UK will be able to do is to withdraw in good order and engage with external partners to improve Afghanistan's future prospects.
