It investigates recent developments in civil-military relations in the region, looking in particular at the impact and utility of the agenda on the region and assessing whether it is likely to help make the region more stable and less prone to military interventions. It provides an historical overview of the region’s civil-military relations and goes on to explore the dynamics of civil-military relations within the context of the security sector reform framework, focusing on the experiences of four of the region’s militaries: Malaysia, Thailand, the Philippines and Indonesia. It argues that although regional militaries have not necessarily followed a ‘Western’ model, significant developments have occurred that are broadly in keeping with the security sector reform agenda, and which suggests that the prospects for stable civil-military relations are brighter than some sceptics believe.

In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC. Whilst the primary focus of the book is the security dimension of Southeast Asia-China relations, it also takes full account of political relations and the burgeoning economic ties between the two sides. That is to say, Western strategists, thinkers and writers have tended to establish the principles of strategic concepts, and to develop theories around them. While there is utility in much Western strategic thought, it is also apt to note that some of it does not have full relevance or validity when applied to a regional setting that is far removed from the geographical boundaries of the Western world. In that connection, this volume is partly intended to serve as an antidote to much of the Western commentary on Asia-Pacific security issues by providing a range of perspectives on those issues from the Southeast Asian point of view. It offers a range of Southeast Asian perspectives on the multifaceted security issues that confront the Asia-Pacific region in the post-Cold War era. That there is no unitary perspective emanating from the region is symptomatic of the very fluid geopolitical situation that characterizes Asia-Pacific security, and, of equal import, the different schools of thought that analysts in the region have chosen to subscribe to.
