The book points out formidable challenges to implementation including high vulnerability to land grabbing and expropriation with poor compensation as about 90 percent of rural lands in Sub Saharan Africa are undocumented, but also timely opportunities since high commodity prices and investor interest in large scale agriculture have increased land values and returns to investing in land administration. It argues that success in implementation will require participation of many players including Pan-African organizations, Sub Saharan Africa governments, the private sector, civil society and development partners; but that ultimate success will depend on the political will of Sub Saharan Africa governments to move forward with comprehensive policy reforms and on concerted support by the international development community. Its rigorous analysis of land governance issues, yet down-to-earth solutions, are a reflection of Byamugisha's more than 20 years of global experience in land reform and administration especially in Asia and Africa. The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency. However, China's engagement with African states at the political and diplomatic level has received less attention in the literature. This book investigates the impact of Chinese policies on African politics, asking how China deals with political instability in Africa and in turn how Africans perceive China to be helping or hindering political stability. While China officially operates with a foreign policy strategy which conceives of Africa as one integrated monolithic area (with the Forum on China-Africa Cooperation (FOCAC) the flagship of inter-continental cooperation), this book highlights the plurality of context-specific interaction patterns between China and African elites, demonstrating how China's role and relevance has differently evolved according to whether African countries are resource-rich and geostrategically important from the Chinese perspective or not.
