Yet the probability of forms of cyber conflict, regional or even global, could be argued as being very high. Small countries are usually signatories to military and economic alliances with major world powers but rely heavily on the technical ability of these powers in protecting their own national interests. They may be considered to be IT ’technology colonies’. Their cyber infrastructure is usually fully imported and their ability to assess it is limited. This book poses the question: to what extent should, or can, a small country prepare itself for handling the broad range of cyber threats? Looking at cyber-warfare, cyber-terrorism, cyber-crime and associated concerns, national experts from New Zealand, Australia, The Netherlands, and Poland present analyses of cyber-defence realities, priorities and options for smaller countries. They show that what is needed is the ability of small nations to be able to define and prepare appropriate responses such as the role of military/law enforcement/business entities, continuity and resilience strategies, incident response and business continuity plans and more for handing nationally-aimed cyber-attacks particularly where these address national critical infrastructures.

Book excerpt: This book examines how the armed forces of the United States and Australia have responded to the threat posed by climate change to national security. Drawing on established securitisation frameworks (‘Copenhagen’ and ‘Paris’ Schools), the author uses a combination of quantitative and qualitative techniques to systematically examine more than 3,500 speeches, policies and doctrinal articles since 2003. Importantly, the author undertakes an examination of the intersection between the political and the military spheres, probing the question of how ideology has influenced the military’s uptake on the issue. In this context, the author identifies the difficulty of an ostensibly apolitical institution responding to what has become both a hyper-political issue and an unprecedented security threat. A close examination of the key political actors – their intent, outlook and political mandate for broader climate action – is therefore crucial to understanding the policy freedom and constraints within which military leaders operate. Book excerpt: Climate migration, as an image of people moving due to sea-level rise and increased drought, has been presented as one of the main security risks of global warming. The rationale is that climate change will cause mass movements of climate refugees, causing tensions and even violent conflict. Through the lens of climate change politics and securitisation theory, Ingrid Boas examines how and why climate migration has been presented in terms of security and reviews the political consequences of such framing exercises. This study is done through a macro-micro analysis and concentrates on the period of the early 2000s until the end of September 2014. The macro-level analysis provides an overview of the coalitions of states that favour or oppose security framings on climate migration. It shows how European states and the Small Island States have been key actors to present climate migration as a matter of security, while the emerging developing countries have actively opposed such a framing. The book argues that much of the division between these states alliances can be traced back to climate change politics. As a next step, the book delves into UK-India interactions to provide an in-depth analysis of these security framings and their connection with climate change politics. This micro-level analysis demonstrates how the UK has strategically used security framings on climate migration to persuade India to commit to binding targets to reduce their greenhouse gas emissions. The book examines how and why such a strategy has emerged, and most importantly, to what extent it has been successful.
