To deliver SBInet, DHS has relied heavily on its prime contractor. Because of the importance of effective contractor management and oversight to SBInet, GAO was asked to determine the extent to which DHS (1) defined and implemented effective controls for managing and overseeing the prime contractor and (2) effectively monitored the contractor's progress in meeting cost and schedule expectations. To do this, GAO analyzed key program documentation against relevant guidance and best practices, and interviewed program officials. "

Book excerpt: In 2005, the Department of Homeland Security (DHS) initiated a multibillion-dollar contract to secure part of the nation's borders, the Secure Border Initiative (SBI). At that time, SBI was to include a single solution technology component; SBInet. DHS assigned the U.S. Customs and Border Protection (CBP) responsibility for overseeing the SBI contract, including SBInet. In January 2011, DHS announced that it was ending SBInet, and replacing it with a new technology portfolio. GAO was asked to (1) assess CBP's controls over payments to the prime contractor under the original SBInet program, and (2) provide information about the SBI program prime contractor's reporting against small business subcontracting goals. GAO assessed CBP controls against federal standards for internal control and relevant federal regulatory provisions, and summarized data on contractor performance against small business contracting goals. What GAO Recommends GAO makes five recommendations to improve CBP controls over prime contractor payments under the SBInet and the successor technology portfolio, including actions to strengthen invoice review procedures, provide more detailed support, and to better focus closeout audits. DHS concurred in principle with all recommendations, but for some, DHS also commented on the cost-effectiveness or others' role in implementation. GAO addresses these comments in the report.

Book excerpt: In November 2005, the Department of Homeland Security (DHS) established the Secure Border Initiative (SBI) program to secure U.S. borders and reduce illegal immigration. One element of SBI is SBInet, the program responsible for developing a comprehensive border protection system. By legislative mandate, DHS developed a fiscal year 2007 expenditure plan for SBInet to address nine legislative conditions, including a review by GAO. DHS submitted the plan to the Appropriations Committees on December 4, 2006. To address the mandate, GAO assessed the plan against federal guidelines and industry standards and interviewed appropriate DHS officials.

Book excerpt: This report presents the results of our review to determine whether U.S. Customs and Border Protection has established adequate controls and effective oversight of contract workers providing support services to Secure Border Initiative programs. U.S. Customs and Border Protection has not established adequate controls and effective oversight of contract workers responsible for providing Secure Border Initiative program support services. Because of the Department of Homeland Security's aggressive Secure Border Initiative program schedule coupled with shortages of government program managers and acquisition specialists, in the early years of the Secure Border Initiative program, U.S. Customs and Border Protection relied on contractors to fill the skills gap and get the program underway. U.S. Customs and Border Protection continues to rely heavily on contract personnel, who comprise more than 50% of the Secure Border Initiative workforce. Furthermore, U.S. Customs and Border Protection has not clearly distinguished between roles and responsibilities that are appropriate for contractors and those that must be performed by government employees. U.S. Customs and Border Protection also has not provided an adequate number of contracting officers technical representatives to oversee support services contractors performance. As a result, contractors are performing functions that should be performed by government workers.
