In Pakistan, Zulfigar Ali Bhutto was hanged by the military regime that toppled him and which then proceeded to implement an Islamization programme. Between the two lay Afghanistan whose "Saur Revolution" of April 1978 soon developed into a full scale civil war and Soviet intervention. The military struggle that followed was largely influenced by Soviet-US rivalry but the ideological struggle followed a dynamic of its own. Drawing on a wide range of sources, including such previously unused archival material as British Intelligence reports, this is a detailed study of the Afghan debate on the role of Islam in politics from the formation of the modern Afghan state around 1800 to the present day.

It zooms in on Afghanistan, Egypt, and Iraq to argue that international interventions and local initiatives underestimated the ethno-religious mosaic of these countries and their political and constitutional culture. The standard notion of the rule of law values individualism, equality, rights, and courts, which hardly fit the makeup of the Middle East. Securing stability and protecting religious freedom in the region requires compromising on the rule of law; the consociational model of constitutionalism would have better chances of achieving them.

In addition to the potential for decreased financial and public support from international actors, women's rights advocates face the challenge of collaborating with a national government that has been mistrusted by the Afghan people while trying to promote norms and laws that often contradict deeply held community traditions. This report draws on numerous in-country interviews, discussions and debates to explore a way forward for women's rights in Afghanistan: promoting women's rights through an Islamic framework. Women's rights groups have increasingly been using Sharia-based arguments and working with religious leaders to give arguments for stronger women's rights protections more legitimacy. Greater understanding of how Islamic legal literacy, scholarship and dialogue might help protect women's rights in the coming difficult period is crucial.

Book excerpt: In the context of a review of U.S. strategy in Afghanistan during September-November 2009, the performance and legitimacy of the Afghan government figured prominently. In his December 1, 2009, speech announcing a way forward in Afghanistan, President Obama stated that the Afghan government would be judged on performance, and "The days of providing a blank check are over." The policy statement was based, in part, on an assessment of the security situation furnished by the top commander in Afghanistan, General Stanley McChrystal, which warned of potential mission failure unless a fully resourced classic counterinsurgency strategy is employed. That counterinsurgency effort is deemed to require a legitimate Afghan partner. The Afghan government's limited writ and widespread official corruption are believed by U.S. officials to be helping sustain a Taliban insurgency and complicating international efforts to stabilize Afghanistan. At the same time, President Hamid Karzai has, through compromise with faction leaders, been able to confine ethnic disputes to political competition, enabling his government to focus on trying to win over those members of the ethnic Pashtun community that support Taliban and other insurgents.

Book excerpt: The Afghan fundamentalist (Islamist) movement, which has been active in Afghan politics since the late 1960s, has been powerfully reinforced by the Soviet invasion and, subsequently, by the mujahidin's sensational victory over the Red Army. This report reviews the foundations of Islamist strength, considers whether Islamists will come to power, reviews weaknesses of Islamist parties, and considers implications for the United States if an Islamist regime were to come to power. The author concludes that, although the Islamists have established a "permanent" place in Afghan politics, their position is likely to change as a new, postcommunist phase begins in Afghanistan. The probability that radical Islamists will exercise exclusive power in Afghanistan is slight, but they will always be a factor in Afghan politics, and their exclusion from governance could be the root of prolonged civil conflict. Finally, while radical Islamists will remain cool to the United States, they are unlikely to vehemently oppose it under any circumstances.

Whether running to seek marriage or divorce, enduring or escaping abuse, or even accused of singing sexually explicit songs in public, "promiscuous" women challenge the status quo—and once marked as promiscuous, women have few resources. This book provides a window into the everyday struggles of Afghan women as they develop new ways to challenge historical patriarchal practices. Sonia Ahsan-Tirmizi explores how women negotiate gendered power mechanisms, notably those of Islam and Pashtunwali. Sometimes defined as an honor code, Pashtunwali is a discursive and material practice that women embody through praying, fasting, oral and written poetry, and participation in rituals of hospitality and refuge. In taking ownership of Pashtunwali and Islamic knowledge, in both textual and oral forms, women create a new supportive community, finding friendship and solidarity in the margins of Afghan society. So doing, these women redefine the meanings of equality, honor, piety, and promiscuity in Afghanistan.

In both Iran and Turkey, the social and conceptual conditions for the transformation of the institutional order had largely been laid down through previous attempts at social change; hence the success of the ruling elites in constructing relatively modern national states. The absence of the requisite social and conceptual conditions for the revolutionary transformation of the old social order led to the failure of the state-building project in the case of Afghanistan.
