It was in the late 1980s that the concept that Frederik List coined as the National Political Economy of Production took off again with different thinkers writing about the peculiarities and distinctions of the Japanese, American, British, German, East Asian Tigers and other varieties of system construction. Freeman defines National System of Innovation as the network of institutions in the public and private sectors whose activities and interactions initiate, import, modify and diff use new technologies. Richard Nelson defines it as a set of institutions whose interactions determine the innovative performance of national firms. Lundvall defines the system of innovation as the elements and relationships which interact in the production, diffusion and use of new and economically useful knowledge and are either located within or rooted inside the borders of a nation state. The normative assumption is that those nations that succeeded in building economic strength relied on the science, engineering, technology and innovation capability that made them to achieve an innovation advantage to put them ahead in the world, acquiring national or regional economic leadership as the case may be depending on what level of analyses is selected to look at particular failure, success or progress they made. Book excerpt: In this book, Mario Scerri provides the reader with a novel and sweeping rendition of South Africa’s economic history from the early part of the twentieth century to the present. He applies a broad innovation systems approach to this history spanning the period from 1916, which saw the drafting of South Africa’s first Science and Technology plan to the first fourteen years of the post-apartheid period. The introduction of the book lays out the scope of the work and its focus on the identification of continuities and ruptures in the economic history of South Africa. The first part of the book deals with the theoretical foundations of the approach. The first chapter in this section looks at the emergence of evolutionary economics and innovation systems theory as the basis for the main countervailing argument against the neoclassical/neoliberal orthodoxy. In the course of this chapter the foundation is laid for the development of an alternative general theory of economics. The second chapter covers the main debates on the economic history of South Africa and looks at the several varieties of the liberal and Marxist renditions of this history. The theoretical section lays the foundation for the history that is covered in the four chapters which follow. These cover three broad periods since 1916. The first runs up to 1948 with the election victory of the National Party. The second covers the apartheid period and the last follows with an account of the post apartheid political economy. An endnote provides the basis for the analysis of what may possibly be the emergence of a fourth main period in the evolution of the South African system of innovation. The Evolution of the South African System of Innovation since 1916 opens up a novel engagement with the complex phenomenon of apartheid, its genealogy and its aftermath. It will appeal to economists and economic historians who are interested in the economy of South Africa. It will be of particular interest to evolutionary economists who use the systems of innovation approach as an alternative to mainstream neoclassical economics in the analysis of dynamic economic systems. The work is articulated around three major themes: the difficult path to S&T capacity building, the attempts to put up National Systems of Innovation (NSI) and the prospects for a more innovation driven growth at the territorial level, notably through intermediate institutions and science and technology poles. While pointing out the difficulties of building NSI, the book examines how the context of an innovation- driven competition put local firms, especially SMEs, in a difficult position. It notes that universities, which are prone to internal politics and rent-seeking, are not producing the necessary human capital. The knowledge economy era challenges raise some hopes for better access to innovation and knowledge assets in the world while at the territorial level, new innovation dynamics are taking place. Based on extensive research and consultancy work done on the analysis of policies in the Maghreb, the book also raises the issue of the neighborhood of the European Union, and argues that unless Europe integrates the Maghreb in a real neighborhood Innovation System, the prospects for innovation take -off in the region are limited.
