It begins by reviewing the recent evidence regarding the functioning of these markets. It then studies the implications of wage inertia, nominal contracts, labor market segmentation, and impediments to labor mobility for stabilization policies. The effect of labor market reforms on economic flexibility and the channels through which labor market imperfections alter the effects of structural adjustment measures are discussed next. The last part of the paper identifies a variety of issues that may require further investigation, such as the link between changes in relative wages and the distributional effects of adjustment policies.

Book excerpt: July 1996 The authors argue that significant adjustment took place in Polish industry after Poland's 1990 reforms. They analyze data on two- and three-digit manufacturing industries, disaggregated by firm ownership and size. By applying a statistical model to labor productivity growth, they try to disentangle structural determinants of the recovery from cyclical determinants. They contend that structural determinants outweigh cyclical ones. They find that the productive response of state enterprises was markedly different from that of private firms--private firms outperformed state enterprises (just as anecdotal evidence suggested). Size also matters, at least among private firms. Generally, there seem to be increasing returns to scale for private firms, except for very large enterprises (many of which were previously state-owned and may need further restructuring). The fact that size does not appear to matter among public enterprises suggests that several of them have not yet adopted optimal technologies and production processes.

The declared aims of these programmes are to increase the re-employment chances of the unemployed. This book investigates which active labour market programmes in Poland are value for money and which are not. To this end, modern statistical methods are applied to both macro- and microeconomic data. It is shown that training programmes increase, whereas job subsidies and public works decrease the re-employment opportunities of the unemployed. In general, all active labour market policy effects are larger in absolute size for men than for women. By surveying previous studies in the field and outlining the major statistical approaches that are employed in the evaluation literature, the book can be of help to any student interested in programme evaluation irrespective of the paticular programme or country concerned.

Olivier Blanchard, a distinguished economist who has worked on transition since its beginning, is one of the first to present a unified analysis of the process of transition. The first reviews the facts; the second focuses on the two basic mechanisms underlying transition: reallocation and restructuring; the third looks more closely at a number of issues, from the interactions between restructuring and privatization to the nature of the labour market in transition; the fourth chapter pulls the material together in an analytical model of transition. This model is then used to discuss policy issues, from the design of privatization to the role of fiscal policy in transition.
