Recent events, including covert intelligence gathering operations, accusations of spying, and the leaking of sensitive government documents, have demonstrated that secrecy endures as a crucial, yet overlooked, aspect of international diplomacy. The book brings together different research programmes and views on secret diplomacy and integrates them into a coherent analytical framework, thereby filling an important gap in the literature. The aim is to stimulate, generate and direct the further development of theoretical understandings of secret diplomacy by highlighting ‘gaps’ in existing bodies of knowledge. To this end, the volume is structured around three distinct themes: concepts, contexts and cases. The first section elaborates on the different meanings and manifestations of the concept; the second part examines basic contexts that underpin the practice of secret diplomacy; while the third section presents a series of empirical cases of particular relevance for contemporary diplomatic practice. While the fundamental conditions diplomacy seeks to overcome – alienation, estrangement and separation – are imbued with distrust and secrecy, this volume highlights that, if anything, secret diplomacy is a vital, if misunderstood and unfairly criticised, aspect of diplomacy. This book will be of much interest to students of diplomacy, intelligence studies, foreign policy and IR in general.

It lists and explains 593 secret treaties made from 1521 to 2000 among 110 nations and political entities. Each secret treaty entry in the list has the treaty's title, its contracting states, the city and date of signature, a citation to at least one source of text and/or credible information, and an annotation for its background or content. Most of these treaties were concluded for political or military ends. They are found among scores of treaty collections, in documentaries, in government reports, in research reports based on scholarly work in archives, in a small number of history books, and in articles in learned journals and articles by investigative journalists. The entire list, which makes up Chapter 1, is indexed by nation. It will be of direct use to professors and students of history, political science, and international law and, of course, to librarians and journalists. Chapter 2 is a guide to the many sources of secret treaty texts cited to in the first chapter. Chapter 3 is an annotated bibliography for the study of secret diplomacy and secret agreement making and for statements (including denials) made by American leaders on secrecy in diplomacy and treaty negotiations. Chapter 4 is an essay on the characteristics of secret treaties themselves and their signers. Chapter 5 explains the legal rules that the American President must abide by when he makes confidential, unpublished treaties with other world leaders. This chapter should interest foreign government officials, legal theorists, and international lawyers. Chapter 6 consists of an introduction to the Treaty of Crépi of 1544, four pages of photocopies of the original handwritten text of the secret articles to this treaty, and an English language translation of them. Neither the French nor the Spanish Ministries of Foreign Affairs have a copy of this treaty's secret articles, nor are they published in any other book or journal article. This text and translation will be useful to a historian or biographer who needs full information on Francis I of France or Charles V of Spain. The appendix is an alphabetized list of foreign and specialty words, abbreviations, acronyms, idioms, and phrases found particularly within treaties or used in the treaty making process. Following the appendix, are the two indexes, for Chapters 1 and 3. The Secret Treaties of History is meant for purchase by research libraries, law school libraries, historical archives, international affairs interest groups, lobby groups, and European ministries of foreign affairs.

Book excerpt: In January 1919, in the Paris Peace Conference, US President Woodrow Wilson stated that diplomacy ought to be: "Open covenants of peace, openly arrived at, after which there shall be no private international understandings of any kind but diplomacy shall proceed always frankly and in the public view." Due to the idea that diplomatic and foreign policy intrigues had led to the Great War of 1914-18, the call for transparency seemed the ultimate solution. Since then, secret diplomacy has been the object of controversy and a contradiction to the principles of liberal democracy. As the title indicates, this dissertation will focus on the practice of secret diplomacy by liberal democracies. This is a practice that has been condemned, and this dissertation is designed to use illustrations and analysis of secret diplomatic documents in order to investigate the following questions. Do liberal democracies still practice secret diplomacy? And, if they do, is such a practice justified in a democracy? Why is secret diplomacy still an object of debate for democracies? And, can secret diplomacy survive in this Information Age? Most of the illustrations will be drawn from two Western liberal democracies: France and the United States. The main challenge facing an academic researcher in studying secret diplomacy is the fact that a lot of diplomatic documents are not necessarily available or classified. Facing this challenge, this study will investigate how much evidence can be found by exploring the released documents and diplomatic archives. The significance of this study is two-fold. First, the plan is to redefine the concept of secret diplomacy within the parameters of international relations. It is important for the understanding of international relations and global governance to explore the practice of secret diplomacy. Then, the study will explore secret diplomatic cases from different point in time to provide the answers to the above questions. Another value of this investigation is based on the fact that the analysis brings Anglo/American/French studies into one place, and provides evidence to fill the gaps in the official story of those events. One needs to understand that open diplomacy only represents the "tip of the diplomatic iceberg." The other side of the diplomatic iceberg is beneath the surface and under the "waters of international relations."

Publication of the Pentagon Papers rocked the American defense establishment and fanned the flames of the growing antiwar protest movement in the United States. By late that year, most of the Pentagon Papers had been released to the public. Four volumes, however, were held back, Ellsberg himself conceding their special sensitivity. These so-called negotiating volumes deal with the diplomacy of the war between 1964 and 1968. Published in book form with extensive commentary, they provide an indispensable source for the study of diplomacy during the Vietnam conflict. These documents cover thirteen major peace contacts and initiatives that took place during the presidency of Lyndon Johnson.
