This second report of the inquiry is the Committee's response To The recommendations arising from the Department's review. The Committee considers that a number of the principles arising from both the Department's review And The Committee's inquiry could form the basis for modelling the future budget processes in terms of engagement, openness and transparency.

Book excerpt: This Third report marks the completion of the Committee's inquiry into the role of the Northern Ireland Assembly in scrutinising the Executive's budget and expenditure, which it commenced in July 2008. The Inquiry aimed to maximise the Assembly's contribution to the Northern Ireland budget process and to enhance the role of Assembly statutory committees and Members in budget and financial scrutiny. This final report further examines the process and procedures for scrutinising and agreeing Executive budgets and also considers the resources available to assist Assembly committees and Members in this regard and the approaches to such scrutiny. In previous consideration of Executive spending plans and the draft Budget 2011-15, members noted that a majority of Assembly statutory committees were dissatisfied at the level of engagement with their respective departments and the level of detail available on departmental spending proposals. The Committee is concerned that such repeated failures compromise the ability of the Assembly to fulfil its scrutiny role effectively, and believes this is exacerbated by the lack of a regularised budget process. A number of practical measures are therefore set out in this Report, aimed at establishing stronger procedures and processes, which will enable the Assembly to fully exercise its role in this regard.

Book excerpt: The Executive's public revenue and expenditure process takes place in the context of the wider UK control and management framework. The current process has existed in Northern Ireland for a considerable time and is based on an outdated Westminster model. The various components of the process serve different purposes and have developed over the years in individual directions resulting in significant misalignment between Budgets, Estimates and Accounts. Therefore, while based on the same basic dataset, the figurework in Budgets, Estimates and Accounts, although reconcilable, does not meet the Assembly's expectations in relation to transparency. Assembly members have expressed frustration with trying to understand sets of financial information that are calculated on a different basis and/or different boundaries, making it difficult to track spend from plans to outturn. This also limits the ability of Committees and members to challenge departments effectively. The Executive considered it was time to take stock and review the entire financial process with the objective of agreeing a simplified and streamlined process tailormade to meet the requirements of the devolved administration. Having considered the views of key stakeholders and the available evidence this report presents the initial recommendations. It must be emphasised that these recommendations, while indicating a direction of travel, are largely an effort to focus minds on the key areas for improvement and to kindle debate on the issues and possible reforms

The Committee concluded that members consider that the issues are very much interlinked and that a holistic approach to reaching a view on the size of the Assembly in terms of the number of MLAs should be taken. It could not reach consensus on the size of the Assembly. This Report therefore sets out in some detail the particular position of the Political Parties represented on the Committee

Book excerpt: This report presents a co-ordinated submission by the Assembly statutory committees to the NI Executive's Strategic Stocktake of the Budget position for 2009/10 and 2010/11. The Executive decided in March 2008 that a Strategic Stocktake would be undertaken in place of a comprehensive local Budget process for 2008/09. The main emphasis of the Stocktake would be to assess the overall financial position in advance of the 2009/10 in-year monitoring process. The terms of reference for the exercise indicated that it would include a review of departmental progress against plans, the identification of reduced requirements and emerging pressures for the next two years and proposals for addressing the pressures through adjustments to existing plans and priorities. A range of budgetary concerns, both at a cross-cutting and a departmental level, arise from the submissions of the statutory committees and from the evidence presented by Department of Finance and Personnel (DFP) officials. These issues have a particular resonance in the current economic and financial climate. In terms of strategic considerations, the following are highlighted in particular: doubt as to the reliability of information in departmental submissions to the Stocktake and, thus the evidence base upon which Executive decisions may be based; the failure by departments to fully address the Stocktake terms of reference, in identifying significant increased requirements without setting out how they will address these through adjustments to their existing plans and priorities; the potential for additional efficiency savings being required, in the context of possible slippage by departments in achieving existing efficiency targets; the budget implications of not achieving previously planned asset realisations; doubt as to the capacity of departments to deliver accelerated capital expenditure, in circumstances in which they are required to raise their standard of financial management and performance generally; the need for clarity on the implications for departmental budgets of the Chancellor's Pre-Budget Report and of the outworking of the recent financial settlement between the Executive and Treasury; and general concern at the range and quantum of new and emerging pressures on existing budget allocations which remain to be addressed. The Committee calls on DFP and the wider Executive to consider carefully the concerns which have been raised in this submission.
