Book excerpt: Between 1939 and 1946 BOAC (the British Overseas Airways Corporation) was the nationalised airline of Great Britain - and between 1946 and 1974 as such it exclusively operated all long-haul British flights. With its iconic 'Speedbird' logo and its central role in the glamorous 'jet age' of the 1950s and 1960s, BOAC achieved a near cult-status with admirers around the globe. A second objective is to disclose the presence in the pioneer public service of certain basic administrative issues which today still rise to perplex both the student and practitioner of public administration. And, finally, this study reveals a neglected aspect of the winning of responsible government in Canada—the author contends that the recognition of the constitutional principle on the political level, did not, in fact, coincide with its practical implementation at the administrative level. As Dr. R. MacGregor Dawson points out in his Foreword, "Few students, on suspects, appreciate how great has been the influence of the permanent officials in the years before Confederation, nor do they have an adequate comprehension of the degree to which administrative decisions of those days, both by Ministers and officials, determined many of the present practices. It has not yet demonstrated that this is the best way to spend £50 billion on rail investment in these constrained times, and that the improved connectivity will promote growth in the regions rather than sucking even more activity into London. The pattern so far has been for costs to spiral - from more than £16 billion to £21 billion plus for phase one - and the estimated benefits to dwindle. The Department has been making huge spending decisions on the basis of fragile numbers, out-of-date data and assumptions which do not reflect real life, such as assuming business travellers do not work on trains using modern technology. The Department has ambitious and unrealistic, plans for passing the Bill for High Speed 2. The timetable is much tighter than for either High Speed 1 or Crossrail, despite the fact High Speed 2 is a much larger programme. Not allowing enough time for preparation undermines projects from the start. A rushed approach contributed to the failure of the InterCity West Coast franchise award. The Department has increased its High Speed rail team, but getting the right mix of skills is challenging and the Department lacks the commercial skills necessary to protect taxpayers' interest on a programme of this size
