Book excerpt: Research in recent years on aid effectiveness shows that significant obstacles in fragile states - insecurity, poor governance and weak implementation capacity - usually prevent aid from achieving the desired results in these environments. This study investigates the attributes and effectiveness of donor-supported programmes and projects that worked well under difficult conditions in fragile states. Presented in this study are nine development initiatives in six less developed countries - Afghanistan, Cambodia, Mozambique, Sierra Leone, Timor Leste and Uganda. The cases show that development initiatives, which engage local communities and local level governments, are often able to have significant impact. However, for more substantial improvements to take places, localized gains need to be scaled up either horizontally (other localities) or vertically (to higher levels). Given the advantages of working at the local level and the difficulty of working through mainstream bureaucratic agencies at higher levels in these countries, donors often prefer to create 'parallel-agencies' to reach out to larger numbers of beneficiaries. However, this may in the long run weaken the legitimacy of mainstream government institutions, and donor agencies may therefore choose to work as closely as possible with government officials from the beginning to build trust and demonstrating that new initiatives are non-threatening and help prepare the eventual mainstreaming of 'parallel agencies'.

It is also about a rare success in bringing such violence to an end. "If You Leave Us Here, We Will Die" tells the story of East Timor, a half-island that suffered genocide after Indonesia invaded in 1975, and which was again laid to waste after the population voted for independence from Indonesia in 1999. Before international forces intervened, more than half the population had been displaced and 1,500 people killed. Geoffrey Robinson, an expert in Southeast Asian history, was in East Timor with the United Nations in 1999 and provides a gripping first-person account of the violence, as well as a rigorous assessment of the politics and history behind it. Robinson debunks claims that the militias committing the violence in East Timor acted spontaneously, attributing their actions instead to the calculation of Indonesian leaders, and to a "culture of terror" within the Indonesian army. He argues that major powers—notably the United States, Australia, and the United Kingdom—were complicit in the genocide of the late 1970s and the violence of 1999. At the same time, Robinson stresses that armed intervention supported by those powers in late 1999 was vital in averting a second genocide. Advocating accountability, the book chronicles the failure to bring those responsible for the violence to justice. It begins by asking what demographic and related socio-economic changes have occurred since about 1968 when the Bank announced it would begin lending for this sector, what government policies affecting these trends were instituted and what role was played by the Bank vis a vis other donors during this period? The conclusions reached are based on field visits, interviews and a review of documents and literature. The picture that emerges is one of considerable diversity of activities and experiences, from which it is not easy to generalize. However, the overall conclusion is that, after slow, halting and sometimes faulty starts, the Bank has become progressively more effective in this field. From this point forward, most of what is needed involves reorientations and shifts in emphasis rather than radical departures from recent practices and levels of funding.

Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Part 1 describes current situations and events in 11 world regions: the Arctic; North America; Mexico and Central America; South America; Australia and the Pacific; east and southeast Asia; south Asia; and four sections of Africa. In general, indigenous peoples worldwide were dealing with issues related to land rights, self-determination, relations between central government and indigenous communities, outright oppression and violence, environmental destruction by economic development projects, communal rights, women's rights, access to appropriate education and to health care, and preservation of indigenous cultures and languages. The events of September 11 raised fears that indigenous peoples struggling for self-determination and fundamental rights would be unjustly accused of being terrorists. Items of educational interest in the Arctic and the Americas include ongoing debates in Greenland over the relative status of Danish and Greenlandic in the schools; efforts to protect Saami language and culture in Sweden; inadequate U.S. federal funding for tribal administration of schools and for necessary construction and repair of Bureau of Indian Affairs schools; reforms in indigenous education in Guatemala; the situation of the bilingual intercultural education system in Venezuela; efforts to protect collective intellectual property of indigenous peoples of the Amazon region; and training of indigenous teachers in Brazil.
