Book Federalism and Second Chambers

Download or read book Federalism and Second Chambers written by Wilfried Swenden and published by Peter Lang. This book was released on 2004 with total page 430 pages. Available in PDF, EPUB and Kindle. Book excerpt: The theory of comparative federalism asserts that federations require a second chamber for the representation of regional interests in central law-making. Yet there has been little systematic analysis of the contribution of second chambers in parliamentary federations to this task. The main purpose of this book is to demonstrate to what extent the two strongest parliamentary second chambers, the Australian Senate and the German Bundesrat are linked to the federal structures in which they are embedded. The study analyzes the contribution of the members of these second chambers in advancing interests that are linked to the regional constituents whom they represent or to the collective fiscal or administrative interests of a regional government with whom they are associated. The analysis underscores the largely 'executive' character of intergovernmental relations in parliamentary federations, a feature that corresponds with the composition of the German Bundesrat, but not of the Australian Senate. In the concluding chapter some preliminary observations are made as to whether our findings also generate interesting insights for the larger group of parliamentary second chambers in federal or quasi-federal states, such as the Belgian, Spanish and Canadian Senates, the UK House of Lords and the Indian Raiya Sabha.

Book Second Chambers at Home Abroad

Download or read book Second Chambers at Home Abroad written by J. Lee Osborn and published by Forgotten Books. This book was released on 2018-01-13 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Second Chambers at Home Abroad: A Comparison and a Contrast Much has been recently written and much more will be written about the House of Lords, its advantages and its shortcomings, its history and constitution and its re-constitution. But there is another aspect to this question of the composi tion and functions of an Upper Chamber, which has not been so much considered, and with regard to which accurate and adequate information is not perhaps very readily forthcoming. The constitution and functions of existing Upper Chambers in other countries afford an amount of valuable subject matter, not only of historical and political interest in itself, but as providing the results of experience elsewhere. The conditions of these countries differ in many respects so widely from our own that it by no means follows that what may have been found good for them would be equally good for us. Indeed in many cases such arrangements as prevail in other Parliaments would be entirely impossible and inapplicable here. But that an effi cient second Chamber is essential in order to prevent hasty and ill-considered legislation is, with the illustrious exceptions Of Greece and Costa Rica, the unanimous Opinion Of all civilised and self governing nations. Even in the cases Of the most recent constitutions and the most democratic. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
