Following the withdrawal of Spain, this territorial dispute escalated in 1975 into a war of independence between the Sahrawi people of the Polisario Front, who were backed by Algeria, and the states of Mauritania and Morocco. In 1976, the Polisario Front established the Sahrawi Arab Democratic Republic, which was not admitted in the UN but won recognition by a few states. After multiple peace efforts, the conflict reemerged in 2005 as the “independence Intifada.” Today, the Polisario Front controls about 20% of Western Sahara. At the heart of the conflict lie geopolitical interests and incompatible claims aggravated by the use of military force and decades of mostly unproductive diplomatic maneuvers by international bodies and regional or foreign powers. Book excerpt: Chairullah investigates how the political, social, and economic interests of national and local elites were negotiated in the formulation and early stages of Special Autonomy in Papua Province, Indonesia. The Papuan case lends support to the current conception of elite theory, which considers the influence of actors and dynamics beyond power elites in the decision-making process. The failure of the policy implementation as a conflict reduction strategy in the Papuan case can be attributed to the dynamics of elite configurations during the negotiation and early implementation stages. Chairullah presents two significant new findings for research on Papuan Special Autonomy. Firstly, that secret negotiations were held between Papuan and national elites during Abdurrahman Wahid’s presidency, and these were crucial in reducing separatist sentiment in Papua. Secondly, that the United States, through Freeport McMoRan, strongly influenced the Special Autonomy negotiation process. The actions of national elites in Jakarta led to widespread disappointment about the policy at all levels in Papua and the subsequent escalation of separatist sentiment based on Papuan ethnic identity. An important book for scholars of Indonesian politics and society, and especially those with a particular interest in the Papuan conflict.

Its evolution as a political force is one of the crucial factors in any analysis of political and cultural change in Papua, and the development of relations between the Indonesian government and Papuan society. This study examines the development of Papuan nationalism from the Pacific War through the movement?s revival after the fall of President Suharto in 1998. The author argues that the first step in understanding Papuan nationalism is understanding Papuan history and historical consciousness. The history that so preoccupies Papuan nationalists is the history of the decolonization of the Netherlands Indies, the struggle between Indonesia and the Netherlands over the sovereignty of Papua, and Papua?s subsequent integration into Indonesia. Papuan nationalism is also about ethnicity. Many Papuan nationalists make strong distinctions between Papuans and other peoples, especially Indonesians. However, Papuan society itself is a mosaic of over three hundred small, local, and often isolated ethno-linguistic groups. Yet over the years a pan-Papuan identity has been forged from this mosaic of tribal groups. This study explores the nationalists? argument about history and the sources of their sense of common ethnicity. It also explores the possibility that the Special Autonomy Law of 2001, if implemented fully, might provide a framework in which Papuan national aspirations might be realized.This is the fourteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

A casual review of the many secessionist struggles around the world, both violent and peaceful, shows a variety of types. Some, like Catalonia, are pursuing their ends using combinations of electoral capture and civil demonstrations, just as the Spanish government is working to delegitimize these efforts and defeat them in the polls. Regions like Nagorno Karabakh (Artsakh) lack the same institutional connectivity with the larger state of Azerbaijan and are relegated to a de facto (but unrecognized) status where defense, deterrence, and diplomacy are critical. For its part, Azerbaijan invokes its territorial integrity and attempts to deny all forms of recognition to the breakaway region. Other regions from West Papua to Tibet are faced with the hard choice between civil resistance and the use of violence, and their states are keen to suppress their efforts and hide them from the world. What features are common across all of these examples, and how do they differ? This volume synthesizes a number of theories and theoretical approaches that purport to explain the strategies of secession and counter-secession. This is an important topic. Apart from the many legal and cartographical issues that attend secessionist activity, the potential for conflict is a very real concern. Estimates put the share of civil wars driven by secessionism at about 50%. Firstly, and according to Barbara Walter, secessionism is the chief source of violence in the world today. Secondly, secessionism is destabilizing because, at the least, it presents a direct challenge to existing political systems. Yet surprisingly, the strategic interaction between states and secessionists is an area in which we have incomplete understanding.

In recalling this statement of President Sukarno, her father, Megawati Sukarnoputri gave voice to the essence of the nationalists? conception of Papua?s place in Indonesia and its importance. Indonesia today confronts renewed Papuan demands for independence nearly three decades after Jakarta thought it had liberated the Papuans from the yoke of Dutch colonialism. Indonesia?s sovereignty in Papuan has been contested for much of the period since Indonesia proclaimed its independence??challenged initially by the Netherlands and since 1961 by various groups within Papuan society. This study argues that even though Indonesia has been able to sustain its authority in Papua since its diplomatic victory over the Netherlands in 1962, this authority is fragile. The fragility of Jakarta?s authority and the lack of Papuan consent for Indonesian rule are both the cart and the horse of the reliance on force to sustain central control. After examining the policies of special autonomy and the partition of Papua into three provinces, the authors pose the question: If Jakarta is determined to keep Papua part of the Indonesia nation??based on the consent of the Papuan people??what changes in the governance of Papua are necessary to bring this about?This is the fifth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
