Book excerpt: This study is an examination of three outreach programs designed to serve at-risk youth in Seattle, Washington: Seattle Team For Youth, Seattle Youth Garden Works, and The Service Board. Research was conducted using qualitative methods, primarily open-ended ethnographic interviews. From the interviews with grant coordinators, supervisors, case managers, police detectives and officers, and program directors, four major themes of outreach programs were identified. These were Goals of Outreach Programs; Key Components of Outreach Programs; Issues faced by At-Risk Youth; and Challenges faced by Outreach Programs. The programs serve a variety of at-risk youth with varying issues that include drug and alcohol use/abuse, prostitution, homelessness, truancy, neglect, crime/gangs, and mental health problems. Challenges faced by outreach programs include funding, lack of recognition by the public, and negative views of the police. Employees and volunteers of outreach prgrams strive to build participant's self-esteem, create opportunities for self-expression, teach life skills and celebrate the individual successes of the youth. In order to reach these goals they must build trust and positive relationships, give youth a voice, recognize each youth's individuality and aid youth in finding gainful employment.
