He left in the early 1870s to seek economic prosperity elsewhere, but as Seattle transformed from a stopover town to a full-fledged city, African Americans began to stay and build a community. By the early twentieth century, black life in Seattle coalesced in the Central District, a four-square-mile section east of downtown. Black Seattle, however, was never a monolith. Through world wars, economic booms and busts, and the civil rights movement, black residents and leaders negotiated intragroup conflicts and had varied approaches to challenging racial inequity. Despite these differences, they nurtured a distinct African American culture and black urban community ethos. With a new foreword and afterword, this second edition of The Forging of a Black Community is essential to understanding the history and present of the largest black community in the Pacific Northwest.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
