Book Seasonal Flood Forecasts and Warning Response Opportunities

Download or read book Seasonal Flood Forecasts and Warning Response Opportunities written by Md. Rashed Chowdhury and published by Springer Nature. This book was released on 2022-11-16 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the feasibility of using El Niño-Southern Oscillation (ENSO)-based forecasts and early warning systems to prevent losses from floods and droughts in Bangladesh. Despite advances in short-range flood forecasting and information dissemination systems in Bangladesh, the present system is less than satisfactory. This is due to short lead-time products, outdated dissemination networks, and lack of direct feedback from the end-user. One viable solution is to produce long-lead seasonal forecasts—the demand for which is significantly increasing in Bangladesh— and disseminate these products through appropriate channels. As observed in other regions, the success of seasonal forecasts, in contrast to short-term forecasts, depends on consensus among the participating institutions. Therefore, the primary objective of the book is to revisit and modify the framework of an ideal warning response system for issuance of consensus seasonal flood forecasts in Bangladesh. The book discusses issues related to the 5-stage Flood Forecasts, Warning, and Response System (FFWRS) and emphasizes the role of the seasonal ‘Climate Outlook Forum (COF)’ in Bangladesh. The book also identifies ways to improve forecasting and early warning systems by utilizing ENSO-based climate data and models, and discusses a comprehensive and participatory approach to seasonal flood hazard management in Bangladesh. Several successful case examples of ENSO-based seasonal forecasts and early warning systems from other ENSO-sensitive regions have been documented. The primary audience includes academics and students, government policymakers, engineers, and business leaders.

Book Global outlook on climate services in agriculture

Download or read book Global outlook on climate services in agriculture written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2021-09-30 with total page 151 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change and extreme weather events are heightening levels of acute food insecurity and food crises around the world. As the world emerges from the COVID-19 pandemic and deals with other drivers of food security, poverty and inequality, the international community is calling for a climate-resilient and sustainable recovery. Supporting the shift away from disaster response toward preventative and anticipatory action is fundamental to address the growing challenges faced by agriculture and food systems. Climate services highlight the role of science and technology in providing innovative solutions for risk reduction, effective resilience policies and adaptation planning. Underpinned by robust science and agrometeorological data, climate services and digital advisories bring tailored climate information to agricultural producers and value chain actors. But despite increasing evidence of the benefits of climate services, there are still major gaps in their development worldwide. This global assessment points to a significant gap in investment in climate services for the last mile – the small-scale farmers and most marginalized communities. Bridging this gap and scaling climate services is essential if actionable information is to be communicated in an equitable and effective manner to users, making sure no one is left behind. The report presents the latest data on the state of climate services for agricultural users with surveys from 36 countries across all FAO regions. The report’s findings have major implications for institutional frameworks to effectively target investments in resilience, preparedness and recovery. Case studies highlight additional challenges, opportunities and lessons learned from specific interventions across the climate services provision framework. Despite many challenges, climate services have demonstrable benefits to agriculture and food security by navigating agricultural producers around unpredictable and changing weather patterns. The report presents a blueprint for targeted investments to ensure that finance is effectively allocated not only to enhance the production of climate services, but also their provision, engagement and application by agricultural communities.

Book Improving effective use of seasonal forecasts in South Africa

Download or read book Improving effective use of seasonal forecasts in South Africa written by Vincent, Katharine and published by Intl Food Policy Res Inst. This book was released on 2016-05-12 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: The study showed that El Niño no longer strikes the same fear as it used to, even in the agricultural sector where the negative impacts of the 1997-98 and 1982-83 events are within living memory. The widespread drought associated with the El Niño event of 2015/16 (subsequent to this study) may, however, reverse this trend and promote greater interest in the role of ENSOs in seasonal forecasts. There is little demand for El Niño-specific forecasts outside of agricultural research. However there is evidence for the use of seasonal forecasts in the agriculture, water and disaster preparedness and response sectors in South Africa.

Book The economic value of seasonal forecasts stochastic economywide analysis for East Africa

Download or read book The economic value of seasonal forecasts stochastic economywide analysis for East Africa written by Rodrigues, Joao and published by Intl Food Policy Res Inst. This book was released on 2016-08-05 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is growing interest within the climate change and development community in using seasonal forecast information to reduce the losses to agriculture resulting from climate variability, especially within food-insecure countries. However, forecast systems are expensive to establish and maintain, and therefore gauging the potential economic return to investments in forecast systems is crucial. Most studies that evaluate seasonal forecasts focus on developed countries and/or overlook agriculture’s economywide linkages. Yet forecasts may be more valuable in developing regions such as East Africa, where climate is variable and agriculture has macroeconomic importance. We use computable general equilibrium and process-based crop models to estimate the potential economywide value of national seasonal forecast systems in Kenya, Malawi, Mozambique, Tanzania, and Zambia. Stochastic seasonal simulations produce value distributions for forecasts of varying accuracy and varying levels of farm coverage. A timely and accurate forecast adopted by all farmers generates average regional income gains of US$113 million per year. Gains are much higher during extreme climate events and are generally pro-poor. The forecast value falls when forecast skill and farm coverage decline. National economic and trading structures, including the importance of agricultural exports, are found to be major determinants of forecast value. Economywide approaches are therefore needed to complement farm-level analysis when evaluating forecast systems in low-income agrarian economies.

Book Seasonal Forecasts Climatic Change and Human Health

Download or read book Seasonal Forecasts Climatic Change and Human Health written by Madeleine C. Thomson and published by Springer Science & Business Media. This book was released on 2008-04-30 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: Awareness that many aspects of public health are influenced by climate is growing dramatically. Results presented at the Wengen conference make clear that the science and art of integrating climate knowledge into the control of climate sensitive diseases on a year to year time frame, as well as careful assessments of the potential impacts of climate change on health outcomes over longer time frames, is advancing rapidly. This book provides a snapshot of these emerging themes.
