To protect park resources and to serve the public, the National Park Service employs a permanent work force and an essential seasonal work force. Besides working in the parks, these employees may also work in the National Park Service headquarters in Washington, DC, at any of 10 regional offices located around the country, or at two special planning and produc tion centers the Denver Service Center and Harpers Ferry Center. Seasonals are hired every year to assist the permanent staff at most of these locations especially during peak visitation seasons. The variety of positions available may surprise you. Campground rangers, fee collectors, tour guides, naturalists, landscape architects, firefighters, labor ers, law enforcement rangers, lifeguards, clerk-typists, car penters, historians persons are hired for all these seasonal jobs and many more. Whatever the job, seasonal employees have the opportunity to learn more about the National Park Service and its mission and opportunities for permanent employment. Seasonal jobs are very difficult to get. The number of applicants far outnumber the positions available every year, particularly at larger well known parks. Some positions are filled by experienced seasonal employees who have worked previously for the National Park Service. And, Office of Personnel Management regulations require that veterans of the United States Armed Forces may be given preference among applicants. In the summer season, when most sea sonal employees are hired, employment opportun ities are extremely competitive. However, there are excellent opportunities for applicants who have qualifying law enforcement experience OR training. Only those applicants who meet the qualification requirements and all the conditions of employment described in this booklet will receive consideration for seasonal positions. Competition is usually less keen at smaller, lesser-known parks and for seasonal jobs in the winter season. But they seem never to have been made the subject of detailed study. The nineteenth century economists, as appears from the first of the following chapters, scarcely deigned to notice the seasonal tides upon the industrial ocean; and practically no attempt seems to have been made to ascertain, by specific investigation of facts, how far the current generalisations as to rates of wages and conditions of employment were borne out by the actual phenomena. The bibliographical information in the present volume indicates how scanty is our stock of knowledge on the subject. From philanthropic motives, during the past two decades, special attention has been paid to dock and wharf labour, and to the building trades; but the problem of their "seasonality" has not been specifically studied in connection with that of other industries. The present volume is the outcome of a Seminar at the London School of Economics and Political Science during the session 1910, in which Mr. Arnold Freeman, to whom the putting together of the book is almost wholly due, acted as my assistant. Prepared amid examination and other pressure, in competition with other studies, and necessarily under stress of time, these chapters of "students' work" inevitably fall short of the highest standards of scientific investigation or economic scholarship. The interviews with the workers and employers were continued in 1911 and 1912, concurrently with investigations of other trades, and in 1914, as has been already explained, the opportunity to study payrolls was secured through the Factory Investigating Com mission.* In planning this payroll study we rec ognized that, because of the seasonal character of the trade, the facts needed in a legislative inquiry concerning the income of the workers were not the rates of wages in a selected week but the earnings week by week throughout the year, and the changes in the size of the force and the total pay roll from season to season. We are beginning to recognize that the causes of unemployment are not so much individual and due to the shiftlessness of "won't-works" as social and inherent in our present method of industrial organization. It is important that those who are aiming at the prevention of unemployment in America should never forget that it is a problem continually with us, in good seasons as well as in bad seasons. Occasional crises, with their sympathetic demands for temporary relief, should not blind us to the need for a constructive program. In the meantime the community, as a result of its past neglect to adopt some energetic constructive policy on unemployment, is being constantly confronted with an army of idle workers whose distress, which becomes conspicuous with the approach of bitter weather, demands, and, according to the analysis here presented, deserves adequate relief. Much unemployment is due to irregularity of industrial operations over which the workers have no control. Periodic abnormal excess of labor supply over labor demand is caused by the fluctuations of industry, which in its present disorganized form makes necessary constant reserves waiting to answer calls when they come. Hundreds of thousands more of workers are needed in good years than in bad years, and in each industry many more are needed in the busy season than in the slack season. Furthermore, in almost every business, special calls arise for more workers to be taken on for a few weeks, a few days or even a few hours. The reserves necessary to meet these cyclical, seasonal or casual demands should be reduced to a minimum. Industry must be regularised. Much unemployment, also, is caused by the lack of efficient means of transferring workers smoothly and rapidly from job to job. Public employment exchanges must be established. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? During the earlier part of the nineteenth century, and even later, it was not unusual for rural and small - town children, especially girls and small boys, to attend school during a considerable part of the summer rather than during the severe winter weather. Probably the chief cause was that because of the lack of good roads and the distances that must be travelled to reach the schools, it was difficult to attend school during the winter. However, as roads were improved and as cities and towns became more numerous, the practice Of having summer terms became less common until it has become the almost universal practice for the longest vacation period of the year to come during the summer months, or perhaps to include all of them. In the larger cities Of the country conditions were different. Many, probably most, of them formerly had school years much longer than is the custom now, with Short vacations including only a small part of the summer. For example, the Commissioner of Education1 has re ported data on lengths of school years about 1841-42. Some of the lengths are reported in days, some in weeks, and some in months. Boston is stated to have had a session of 224 days, Washington of 238, Philadelphia Of and Detroit of 253. That of Cleveland was forty - three weeks in length, that of Chicago forty-eight, and that of. New York forty-nine.
