Therefore, it is important to use accurate and reliable methods to monitor any change. During this century, and, in particular, the last three decades, tide-gauge records have been used to show these changes related to the world's oceans. Aubrey and Emery suggest, however, that tidal gauges should not be used unquestioningly as a benchmark for measuring eustatic sea-level changes. Tectonism, subsidence, ocean current variability, and human activity can, and do, affect the accuracy of these records. Understanding the reasons for changes in land and sea levels is essential for the proper development of coastal regions. The results of this study provide guiding data for scientific, engineering, and policy solutions to coastal flooding. Determining the true causes of relative subsidence, and how to use geological and oceanological controls, will allow us to exist within our natural environment, rather than force nature to conform to our legal and temporary 'remedies.'

Book excerpt: An editorial by Wanless (1982), entitled "Sea level is rising - so what?", tells the case of an executive editor of a major city newspaper, who, when confronted with evi dence for a recent sea-level rise, replied: "That just means the ocean is six inches deeper, doesn't it?". Whether his "so what?" attitude was real or put on to dike a threat of sensation, there is at present a wide and deepening interest in ongoing and future global sea-level change. This interest has grown along with the concern over global warming due to increasing levels of C02 and trace gases. A stage has been reached where investigators of climat- sea-level relationships call for long-term measurement programmes for ice-volume changes (using satellite altimetry) and changes in temperature and salinity of the oceans (ther mal expansion). This manual, however, is primarily concerned with sea level changes in the past, mainly since the end of the last glaciation. Its major objective is to help answer the ques tion: "how?", which, of course, is little else but to assist in the gathering of fuel for the burning question: "why?" Good fuel, hopefully, for the less smoke and ashes, and the more heat and light produced by that fire, the better scientists are enabled to develop a quantitative under standing of past, and hence of future, sea-level changes on different spatial and temporal scales.

Book excerpt: Seasonal, monthly, weekly, and hourly sea level variability at Monterey, California is described and the oceanic and atmospheric processes which cause these variations are examined. Monthly mean sea level anomalies at Monterey are significantly correlated with those observed at tide stations as distant as Prince Rupert, Canada and Callao, Peru, indicating that these anomalies are related to large scale rather than to strictly local atmospheric or oceanic changes. Multiple regression analysis indicates that monthly anomalies of atmospheric pressure, sea surface temperature, and meridional wind stress account for much of the observed monthly sea level variability. Sea level elevations at Monterey, when adjusted for the atmospheric pressure (barometric) effect, show a seasonal high in winter and a minimum in spring. These seasonal variations are in phase with those of nearby steric height observations. There is also good agreement between weekly mean sea level and steric height observations in a time-series sense. Because of the close agreement between sea level and steric height, and the high correlation of Monterey sea level with that at nearby tide stations, steric height and sea level variations both must be related to variations in the geostrophic current flow. Sea level is one of the best indicators of global climate changes as it integrates the response of several components of the climate system to external forcing factors (including anthropogenic forcing) and internal climate variability. Providing long, accurate records of the sea level at global and regional scales and of the various components causing sea level changes is of crucial importance to improve our understanding of climate processes at work and to validate the climate models used for future projections. The Climate Change Initiative project of the European Space Agency has provided a first attempt to produce consistent and continuous space-based records for several climate parameters observable from space, among them sea level. Book excerpt: Tide gauges show that global sea level has risen about 7 inches during the 20th century, and recent satellite data show that the rate of sea-level rise is accelerating. As Earth warms, sea levels are rising mainly because ocean water expands as it warms; and water from melting glaciers and ice sheets is flowing into the ocean. Sea-level rise poses enormous risks to the valuable infrastructure, development, and wetlands that line much of the 1,600 mile shoreline of California, Oregon, and Washington. As those states seek to incorporate projections of sea-level rise into coastal planning, they asked the National Research Council to make independent projections of sea-level rise along their coasts for the years 2030, 2050, and 2100, taking into account regional factors that affect sea level. Sea-Level Rise for the Coasts of California, Oregon, and Washington: Past, Present, and Future explains that sea level along the U.S. west coast is affected by a number of factors. These include: climate patterns such as the El Niño, effects from the melting of modern and ancient ice sheets, and geologic processes, such as plate tectonics. Regional projections for California, Oregon, and Washington show a sharp distinction at Cape Mendocino in northern California. South of that point, sea-level rise is expected to be very close to global projections. However, projections are lower north of Cape Mendocino because the land is being pushed upward as the ocean plate moves under the continental plate along the Cascadia Subduction Zone. However, an earthquake magnitude 8 or larger, which occurs in the region every few hundred to 1,000 years, would cause the land to drop and sea level to suddenly rise.
