Book excerpt: Unlike land war, war at sea may be decided by air power. Since World War II, carrier air power, has been the primary instrument of national policy and has been unopposed in establishing sea control. There is no asset in the world today as effective at projecting power as the carrier battle group (CVBG). However, modern weapons, particularly cruise missiles and the SSN, have become increasingly more potent and increased the vulnerability of the aircraft carrier. Land-based aircraft are not subject to the same threats as surface ships, carriers included. Land-based air is also a responsive force which can quickly engage the enemy with considerable firepower. In order to afford a CVBG the greatest margin of safety and the best opportunity for mission success, the CINC must employ long-range land-based air to diminish the threat prior to introducing the carrier into a conflict.

Addressing what was perhaps the most contentious issue within those debates, this book charts the arguments that raged between supporters of a land based air power strategy, and those who favoured aircraft carriers. Drawing upon a wealth of previously classified documents, the book reveals how the Admiralty and Air Ministry became interlocked in a bitter political struggle over which of their military strategies could best meet Britain's future foreign policy challenges. Whilst the broad story of this inter-service rivalry is well known - the Air Force's proposal for a series of island based airfields, and the Navy championing of a small number of expensive but mobile aircraft carriers - the complexity and previous lack of archival sources means that it has, until now, only ever been partially researched and understood. Former studies have largely focused on the cancellation of the CVA-01 carrier programme, and offered little depth as regards the Royal Air Force perspectives. Current amphibious air command and control doctrine and organization, which is predicated on the cumbersome process of phasing control from sea-based to land-based agencies, does not fully support the Sea Basing concept. This paper advocates the development of a single, fully-integrated Navy and Marine air command and control system, which is primarily sea-based and has the capability to effectively provide services throughout the battlespace, both over-land and over-water. This integrated system must be fully compatible with Joint aviation command and control systems and have the ability to maximize the operational flexibility and freedom of action envisioned in the Sea Basing concept. Successes encountered in the integration of Navy and Marine air command and control systems should serve as the model for the development of a Joint air command and control system, which would allow a Joint Force to effectively operate from the sea-base. The Sea Basing concept, as currently envisioned, provides an unprecedented level of operational flexibility to the Joint Force Commander, and a fully integrated Joint air command and control system will be critical to enabling this flexibility.
