The creation of synergies between the urban and rural in an emerging megacity is demonstrated through pilot projects, design solutions, and multifunctional modules. These synergies assure greater resource efficiency; particularly regarding the use and reuse of water, and they strengthen regional food security and the social integration of multiple spheres. A transdisciplinary research approach brings together different scientific disciplines and local actors into a process of integrated knowledge production. By 2050, nearly three-quarters of the country’s population will be living in cities. Along with the concentration of people, urbanization will lead to the increasing concentration of economic activities in cities, which today are estimated to account for about 75 percent of the country’s GDP and 70 percent of investments at the national level. To accompany these transformations, the Moroccan government has adopted, in recent years, ambitious programs to improve living standards in urban and rural areas. Significant improvements in living standards have been achieved through national master plans. Cities are the engines of today’s demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process. The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all.

Book excerpt: Despite the difference in their populations and political status, New Caledonia and Papua New Guinea have comparable levels of economic dependence on the extraction and export of mineral resources. For this reason, the costs and benefits of large-scale mining projects for indigenous communities has been a major political issue in both jurisdictions, and one that has come to be negotiated through multiple channels at different levels of political organisation. The ‘resource boom’ that took place in the early years of the current century has only served to intensify the political contests and conflicts that surround the distribution of social, economic and environmental costs and benefits between community members and other ‘stakeholders’ in the large-scale mining industry. However, the mutual isolation of Anglophone and Francophone scholars has formed a barrier to systematic comparison of the relationship between large-scale mines and local-level politics in Papua New Guinea and New Caledonia, despite their geographical proximity. This collection of essays represents an effort to overcome this barrier, but is also intended as a major contribution to the growth of academic and political debate about the social impact of the large-scale mining industry in Melanesia and beyond.

Based on anthropological fieldwork carried out in a group of neighbourhoods in the periphery of Niamey, the study highlights the political dimensions of public service provision in a local arena where international development interventions and national plans meet local realities and where a wide range of actors and institutions, discourses, meanings, and practices are mobilized in the offering of and the regulation of access to public services. It focuses on the political, economic, and socio-cultural aspects of public service provision, too often hidden behind contemporary buzzwords of development such as community participation and decentralization that dominate global debates about education and healthcare in developing countries. The study brings forth the strategies of urban residents in dealing with daily challenges in the consolidation of service provision and in education and health-seeking trajectories. It shows that access to a satisfactory treatment of illness or a successful school career is premised on the ability to navigate on the medical and education markets, which are made up of a plurality of providers and of official and unofficial costs and transactions. Further, these public services engage different actors such as community committees, traditional chiefs, local associations, the municipality and elected municipal councillors, emergent leaders, NGOs, and international development aid. The study demonstrates that despite the uncertainty of state support in health and education provision and a widespread dissatisfaction with these public services, the image of the state as service provider is reproduced on a day by day basis through local efforts at securing public services.
