This rebirth took the form of conservative liberalism and, in its most developed form, Ordo-liberalism. It occurred against the historical background of the great transformational crisis of liberalism in the first part of the twentieth century. Conservative liberalism evolved as a cross-national phenomenon. It included such eminent and cultured liberal economists as James Buchanan, Frank Knight, Henry Simons, Ralph Hawtrey, Jacques Rueff, Luigi Einaudi, Walter Eucken, Friedrich Hayek, Alfred Müller-Armack, Wilhelm Röpke, Alexander Rüstow, and Paul van Zeeland, as well as leading lawyers like Louis Brandeis, Franz Böhm, and Maurice Hauriou. Conservative liberals also played a formative role in establishing new international networks, notably the Mont Pèlerin Society. The book investigates the rich intellectual inheritance of this variant of new liberalism from aristocratic liberalism, ethical philosophy, and religious thought. It also locates the social basis of conservative liberalism and Ordo-liberalism in the cultivated bourgeois intelligentsia. The book goes on to examine the attempts to embed this new disciplinary form of liberalism in Britain, France, Germany, Italy, and the United States, and to consider the determinants of its varying significance across space and over time. It concludes by assessing the historical significance and contemporary relevance of conservative liberalism and Ordo-liberalism as liberalism confronts a new transformational crisis at the beginning of the new millennium. Book excerpt: This book provides the non-Italian scholar with an extensive picture of the development of Italian economics, from the Sixteenth century to the present. The thread of the narrative is the dialectics between economic theory and political action, where the former attempts to enlighten the latter, but at the same time receives from politics the main stimulus to enlarge its field of reflection. This is particularly clear during the Enlightenment. Inside, this book insists on stressing that Galiani, Verri, and Beccaria were economists quite sensitive to practical issues, but who also were willing to attain generally valid conclusions. In this sense, "pure economics" was never performed in Italy. Even Pareto used economics (and sociology) in order to interpret and possibly steer the course of political action. Within this book it illustrates the Restoration period (1815-48). There was a slowdown of the economists' engagement, due to an adverse political situation, that prompted the economists to prefer less dangerous subjects, such as the relationship between economics, morals, and law (the main interpreter of this attitude was Romagnosi). After 1848, however, in parallel with the Risorgimento cultural climate, a new vision of the economists' task was eventually manifested. Between economics and political Liberalism a sort of alliance was established, whose prophet was F. Ferrara. While the Historical school of economics of German origin played a minor role, Pure Economics (1890-1940 approx.) had a considerable success, as regards both economic equilibrium and the theory of public finance. Consequently, the introduction of Keynes's ideas was rather troubled. Instead, Hayek had an immediate success. This book concludes with a chapter devoted to the intense relationships between economic theories, economic programmes and political action after 1945. Here, the Sraffa debate played an important role in stimulating Italian economists to a reflection on the patterns of Italian economy and the possibilities of transforming Italy's economic and social structure.

Ce livre a pour but de présenter une série d'idées, d'initiatives, de programmes, qui entre les deux guerres entendirent promouvoir le maintien d'un ordre international pacifié, partant du névralgique contexte européen. Il en ressort ainsi un humus significatif et transversal, opposé aux tendances inexorablement prédominantes dans la politique et les institutions, mais aussi dans la société civile. Ses animateurs oeuvrèrent dans les organisations internationales, les partis, les mouvements, les associations de type non seulement politique, de même que dans l'historiographie, la littérature, le théâtre, le cinéma, le sport, signalant les éléments en vue d'une renaissance de la cohabitation pacifique sur le plan européen et international. Despite the decisive steps forward made since the Second World War, the process of European unification has come to a standstill at a political and institutional level. Issues and problems which were already the subject of debate among the pioneers of Europeanism between the two wars have still to be addressed. Although at the time their proposal as a whole went unheeded, with destructive consequences for peace and for Europe, this valuable legacy of ideals has nevertheless guaranteed a continuity and a subsequent blossoming. The purpose of this book is to examine a series of ideas, initiatives and programmes which, between the two World Wars, aimed to promote the maintenance of a pacified international order, starting from the crucial European context. What emerges is a significant and transversal humus, that countered the inexorably prevailing tendencies in politics and institutions, and even in society. Its exponents operated in international organisations, in parties, and in movements and associations not necessarily of a political stamp, as well as in historiography, literature, theatre, cinema and sport, laying the foundations for a rebirth of peaceful co-existence at European and international level.
