The governance of marine fisheries has been a contested issue for decades with increasing anxieties about overfishing. In tandem, the rise of aquaculture, fish and shellfish farming, has driven another set of environmental concerns. In the food system, there have been scandals about safety failures and about fraud. At the same time, governments issue advice urging people to eat fish for its health benefits. In the context of these problems and contradictions, how have governments, the food industry and ordinary consumers responded? The author shows how different types of governance and regulation have been used to seek seafood sustainability and food safety and to communicate nutritional messages to the public and with what effects. The book also presents a new model for understanding food chains which combines governance and power approaches with an emphasis on understanding the interests served and the resulting balance of public and private benefits. This shows that the role of state regulation should have greater emphasis in governance and agri-food analysis and that theories about supply chain functioning, including the part played by major retailers and civil society, should be modified by a more nuanced understanding of the role of standards and certification systems. Although much of the focus is on the UK and Europe, this book provides key lessons internationally for the governance of seafood and other agri-food supply chains. The evaluation of the importance and value of inland fisheries is one of the biggest challenges for its development. To develop the inland fisheries data collection, we reviewed the current status of data collection in European countries and provided five detailed country examples. The specific country examples give detailed description of data collection, focusing on: 1) country-wide postal survey (Finland) and 2) web-based survey and development of citizen science approach (Denmark). Example 3) from Ireland focuses on recreational salmonid fishing and conservation limits. There are two examples based on logbook returns: 4) one strict system, which is considered to work well (Czech Republic) and 5) one less controlled system, currently not producing reliable results, and under development (Croatia). Case studies were provided in each country example. Finally, the authors discuss the important aspects of inland fisheries data collection and review the methods to provide recommendations.

The authors explain why SSF are so pressured; how there has been a powerful backlash against this marginalisation during the last 30 years; what are the main ideational currents supporting this backlash; and what is the enduring value of SSF that justifies that support. The authors discuss the major contemporary interpretations of SSF; the challenges facing SSF globally and in England; and SSF’s coping strategies in response to those challenges through the framework of resilience theory. In an innovative analysis, the authors show how there are three kinds of resilience: passive resilience (where fishers are resigned to their adverse fate), adaptive resilience (where fishers make the best use of the opportunities that are available to them), and transformative resilience (where fishers attempt to change the system that faces them). The authors draw on an extensive range of interview data to provide rich insights into the world of SSF, and they discuss a variety of proposals for improving their conditions. Thus, technologies have developed naturally over time and fishing gears and practices have become more sophisticated. These technical advances in fishing gear have generally led to more efficient economic fishing operations and better access to resources. However, fishing implies the harvesting of marine organisms directly from their natural environment, therefore general awareness of environmental problems due to the exploitation of fishery resources has also increased. In particular, the poor selectivity of some gears is responsible for the capture of juveniles, immature and undersized specimens of many species, with negative consequences on the state of stocks. In addition, bycatch in marine fisheries is a major source of human-caused mortality of marine megafauna, often leading to the capture of vulnerable species. Finally, many bottom-towed gears are responsible for high impacts on bottom communities and habitats, with cascading consequences on the entire marine ecosystem. All these impacts can lead to changes in the structure, function and integrity of ecosystems, including effects on the food webs and multispecies predator-prey relationships.
