Book excerpt: Excerpt from The Iowa Journal of History and Politics, 1924, Vol. 11 From the beginning of the American government Congress has been compelled to deal with at least five distinct groups of foreign land claims, beginning with those in the Old Northwest and followed by those in the Territory South of the Ohio, the Louisiana Purchase, Florida, and the territory acquired from Mexico. In the thirty-four years of Spanish domination in Louisiana thousands of land grants were made, and migration and settlement were stimulated. With the purchase of the territory in 1803 the United States fell heir to the confusion of the Spanish grants - a condition which required more than a half century of legislation and administration and a vast amount of litigation. The Spanish Land Policy The "Recopilacion de las Leyes de los Reynos de las Indias" seems to be among the first documents relating to the royal trans-Atlantic domain of Spain. This set of ordinances issued by King Carlos II on May 18,1682, contains elaborate provisions relating to the disposal of the public domain. By the royal regulation of 1754 the whole power of originating and confirming grants was transferred to the officers of the colonies. Even in their schools they have taught the history of every land except their own. On one occasion the author interrogated four college girls, senior class students in a university, and was surprised to find that not one of them had a distinct idea of who James W. Grimes was. They had heard of Samuel J. Kirkwood, largely through the fact that Mrs. Jane Kirkwood, the widow of the war governor, was still living in Iowa City. They knew much about the Sabine women, but very little about their own great-grandmothers who had crossed the Mississippi in 1833, and in the years following. They knew what Curtius did in the Roman Forum, but they were wholly ignorant about the Iowa hero who held a fort while General Sherman signalled I am coming. And yet the lessons derived from human experience might have been garnered from Iowa history as well as from Roman. But a few Whigs were willing to administer a measure of partisan politics to the infant Territory. In the campaign lasting hardly a month the past records and capabilities of J ones and Meeker were paraded for comparison. Personal and local considerations, however, such as the location of county seats, internal improvements, and a discussion of the vari ous claims of Burlington, Belmont, Du Buque, and Madison for the capital of the Territory constitute the principal record of the first political activity in Iowa. The popularity of Col. G. W. J ones was general through out the Territory. It was he whose efforts had secured the passage of the Act of April 20, 1836, establishing the original Territory of Wisconsin, and the voters generally believed that his election was necessary to secure the best interests of the young Territory in matters of National legislation. Book excerpt: Excerpt from History and Civil Government of Iowa: For the Use of Normal and Public Schools, Teachers Institutes, and Private Instruction In 1804, the Louisiana Purchase was divided by the thirty-third parallel of north latitude, the southern part to be known as the territory of Orleans, the north ern part, as the district of Louisiana. The district of Louisiana, embracing the present States of Arkansas, Missouri, Iowa and Minnesota, and the unexplored regions westward to the Rocky Mountains, was attached to Indiana, with William Henry Harrison for first gov ernor. Eight years later, Iowa was organized as a part of the territory of Missouri. In 1821, when Missouri was admitted into the Union as a state, Iowa was left out in the cold, politically, and no provision was made for the remainder of the Louisiana Purchase until 1834, when it became a part of the territory of Michigan. This connection lasted but a short time, however, for two years later, Iowa became a part of the territory of Wisconsin, then formed. In 1838, that part of the territory of Wisconsin lying west of the Mississippi was organized as the territory of Iowa, and Robert Lucas, of Ohio, was appointed first governor. Under his direction, the first census was taken, members of the legislature were chosen, and civil government in Iowa was begun. The act of congress that provided for the organization of this territory gave the governor full power to veto any and all acts of the legislature.
