From the life-or-death evaluations of academic research institutes in the post-communist countries to the Government Performance and Results Act(GPRA) in the United States, research evaluation has become a topic of utmost importance in science policy. Evaluation often has substantial consequences for researchers and research institutions, including restructuring, shifting of priorities, budget reductions, or evenclosures. Therefore it is essential that evaluation is done systematically and objectively, with methodologies that can be understood and trusted by those concerned. This book is based on a NATO Advanced Research Workshop, co-organized by the Academy of Sciences of the Czech Republic and the American Association for the Advancement of Science. It describes a range of the most up-to-date methods of science evaluation and the experience with their implementation in many countries. The realization of this meeting, which came true with the initiative, the moral of the NATO Scientific Affairs Division gave the and full economical support pursued results included in the present volume. The censorship and suppression of challenging ideas against the tide of mainstream research, the blacklisting of scientists, for instance, is neither the best way to do and filter science, nor to promote progress in the human knowledge. The removal of good and novel ideas from the scientific stage is very detrimental to the pursuit of the truth. There are instances in which a mere unqualified belief can occasionally be converted into a generally accepted scientific theory through the screening action of refereed literature and meetings planned by the scientific organizing committees and through the distribution of funds controlled by "club opinions". It leads to unitary paradigms and unitary thinking not necessarily associated to the unique truth. This is the topic of this book: to critically analyze the problems of the official (and sometimes illicit) mechanisms under which current science (physics and astronomy in particular) is being administered and filtered today, along with the onerous consequences these mechanisms have on all of us. Apart from the editors, Juan Miguel Campanario, Brian Martin, Wolfgang Kundt, J. Marvin Herndon, Marian Apostol, Halton C. Arp, Tom Van Flandern, Andrei P. Kirilyuk, Dmitri Rabounski and Henry H. Bauer, all of them professional researchers, reveal a pessimistic view of the miseries of the actual system, while a glimmer of hope remains in the "leitmotiv" claim towards the freedom in doing research and attaining an acceptable level of ethics in science.

It revolves around the theory of “optimal planning” which promised a profound modernization of Stalinist-style verbal planning. Encouraged by cybernetic dreams in the 1950s and supporting the strategic goals of communist leaders in the Cold War, optimal planners offered the ruling elites a panacea for the recurrent crises of the planned economy. Simultaneously, their planning projects conveyed the pride of rational management and scientific superiority over the West. The authors trace the rise and fall of the research program in the communist era in eight countries of Eastern Europe, including the Soviet Union, and China, describing why the mission of optimization was doomed to fail and why the failure was nevertheless very slow. The theorists of optimal planning contributed to the rehabilitation of mathematical culture in economic research in the communist countries, and thus, to a neoclassical turn in economics all over the ex-communist world). However, because they have not rejected optimal planning as “computopia,” there is a large space left behind for future generations to experiment with Big Optimal Plans anew—based, at this time, on artificial intelligence and machine learning.
