This book of Lecture Notes in Networks and Systems contains the papers presented in the main track of IITI 2021, the Fifth International Scientific Conference on Intelligent Information Technologies for Industry held on September 30 – October 4, 2021 in Sirius, Russia. The conference was jointly co-organized by Rostov State Transport University (Russia) and VŠB–Technical University of Ostrava (Czech Republic) with the participation of Russian Association for Artificial Intelligence (RAAI) and Sirius University (Russia). IITI 2021 was devoted to practical models and industrial applications related to intelligent information systems. It was considered as a meeting point for researchers and practitioners to enable the implementation of advanced information technologies into various industries. Nevertheless, some theoretical talks concerning the state of the art in intelligent systems and soft computing were also included into proceedings. There were 180 paper submissions from 14 countries. Each submission was reviewed by at least three chairs or PC members. We accepted 69 regular papers (38\%). Unfortunately, due to limitations of conference topics and edited volumes, the Program Committee was forced to reject some interesting papers, which did not satisfy these topics or publisher requirements. We would like to thank all authors and reviewers for their work and valuable contributions. The friendly and welcoming attitude of conference supporters and contributors made this event a success!

Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Unlike most international conferences, those organised within the IFIP education community are active events. This wasn't a dry academic conference - teachers, lecturers and curriculum experts, policy makers, researchers and manufacturers mingled and worked together to explore, reflect and discuss social, ethical and cognitive issues. The added value lies in what they, the participants, took away in new ideas for future research and practice, and in the new networks that were formed, both virtual and real. In addition to Keynote Addresses and Paper Presentations from international authors, there were Provocative Paper sessions, Case Studies, Focussed Debates and Creative Exchange sessions as well as professional Working Groups who debated particular themes. The Focussed Debate sessions helped to stimulate the sense of engagement among conference participants. A Market Place with follow-up Working Groups was a positive highlight and galvanised participants to produce interesting reports. These were presented to the conference on its last day. Cross-fertilisation between the papers generated some surprising and useful cross-referencing and a plethora of social, ethical and cognitive issues emerged in the discussions that followed the paper presentations.
