Les solutions qui ont alors été trouvées constituent un héritage dont on peut se demander s’il a été suffisamment mis à profit lors de la crise de Covid-19. Il est dès lors temps d’analyser les avancées et les limites en vue d’un bilan global comme d’une meilleure préparation aux crises sanitaires futures. Si l’articulation entre découverte en recherche et application en santé publique reste un enjeu crucial, la gestion de la crise sanitaire et, plus spécialement, la place faite à la science dans cette gestion, ont éprouvé les choix institutionnels. Les États, les organisations internationales telles que l’OMS ou l’Union européenne ont été mis sous tension. Le modèle démocratique a parfois été questionné, voire bousculé. Plus encore, la solidarité internationale, indispensable pour mettre fin à la propagation mondiale de la maladie, est apparue particulièrement difficile à mobiliser. Ainsi la gouvernance sanitaire internationale s’est, de toute évidence, avérée fragile. Ce constat appelle à une analyse critique et à un renouvellement des pratiques.
