Book excerpt: The future security, economic growth, and competitiveness of the United States depend on its capacity to innovate. Major sources of innovative capacity are the new knowledge and trained students generated by U.S. research universities. However, many of the complex technical and societal problems the United States faces cannot be addressed by the traditional model of individual university research groups headed by a single principal investigator. Instead, they can only be solved if researchers from multiple institutions and with diverse expertise combine their efforts. The National Science Foundation (NSF), among other federal agencies, began to explore the potential of such center-scale research programs in the 1970s and 1980s; in many ways, the NSF Engineering Research Center (ERC) program is its flagship program in this regard. The ERCs are "interdisciplinary, multi-institutional centers that join academia, industry, and government in partnership to produce transformational engineered systems and engineering graduates who are adept at innovation and primed for leadership in the global economy. To ensure that the ERCs continue to be a source of innovation, economic development, and educational excellence, A New Vision for Center-Based Engineering Research explores the future of center-based engineering research, the skills needed for effective center leadership, and opportunities to enhance engineering education through the centers.

The committee concludes that during its first two years the ISTC was successful and effective in meeting its primary objective, which, in turn, has contributed to the larger goal of diminishing the risk of weapons proliferation. Moreover, the opportunities provided to FSU scientists and engineers do indeed offer meaningful nonweapons-related work, which helps address the demoralization that may otherwise contribute to scientists' being lured into work for unfriendly governments. The committee believes the ISTC has also been successful in addressing its secondary objectivesâ€"namely, the solution of national and international technical problems; the support of basic and applied research and technology development for peaceful purposes; and, to a lesser degree, reinforcement of the transition of the FSU to a market-driven economy.

As the impact of technological advancement is increasingly felt, the policy-making process for science and technology is undergoing a marked transition. The making of this policy is no longer solely the function of government agencies and institutions. New actors in the policy arena are raising questions about the future of technological advancement in the United States and elsewhere, and their voices are affecting—sometimes obstructing—the traditional policy process. This book surveys the entire domain of science and technology policy making with special emphasis on the growing role of citizen participation, the ethical issues raised by modern policy problems, and the general principles that guide current policy. The authors discuss current philosophical views about the nature of science and technology as social and political entities and also consider the history of the relations between these fields and political authority. They combine an issues and case study approach with a narrative discussion of how ethical, participatory, and institutional factors have merged in the policy process.
