Book excerpt: AFTER THE LUNAR LANDING Our concern in this volume is the impact upon science, technology and international cooperation of man's emer gence from the "cradle," the biosphere of Earth, to visit the surface of another planet. The editors invited experts in the physical and social sciences who had been think ing, talking and writing about space programs for a long time. Some had been critical of manned space flight, its motives and its costs. Some have been or are currently involved in Project Apollo. Some had not committed themselves to value judgments but were fascinated by probable results. In general, the authors regard the moon landing as a climactic event in man's evolution. Sir Bernard Lovell is likely to have a cataclysmic effect on society suggests it and that an international effort should be mounted to send men to Mars in the 1980s. The question of how Project Apollo relates to a scheme of priorities which takes into account such needs as housing, health, pollution and the problems of urbaniza tion enters the discussion from several points of view. Eugene Rabinowitch suggests that Apollo may stimulate the development of a system of establishing national priorities in the application of the nation's resources. Freeman Dyson, on the other hand, does not believe that ix PREFACE x any "hierarchy of committees" can devise an accepted order of priorities.

Science & Technology Policy (S&T) policy is an essential contributor to dealing with these challenges; moreover, international cooperation and collaboration in S&T is vital to tackling these issues, since no single nation or even region is able to respond adequately by itself. Within this context, this book addresses recent developments in transatlantic S&T cooperation between the European Union and the United States. The EU-U.S. relationship dates back to the 1950s, with regular EU-U.S. Summits to assess and develop transatlantic cooperation. In the area of S&T, the EU and U.S. concluded an S&T Cooperation Agreement in 1998, renewed it in 2004, and extended it for another five years in July 2009. The research underlying this study is based on interviews with key stakeholders in the field, with an emphasis on: • potential new opportunities and new mechanisms for increased transatlantic EU – U.S. S&T cooperation under current conditions • examples of coordinated “science diplomacy” efforts • options for the development of effective joint efforts. While the project is focused on European-U.S. relationships, it also addresses issues of international S&T cooperation involving other regions, including Africa and Asia. The author highlights the urgency of S&T cooperation to address global issues, and the evolving roles of government, universities and research centers, and industry, in promoting successful strategies and programs.

Book excerpt: block possible Soviet expansion by mobilizing European "democracies", the policy soon extended to some developing countries in Asia and Latin America. In response, the USSR gradually initiated development programs for newly independent nations in Asia and Africa. In this context, super power rivalry operated in the South to (i) expand spheres of influence and control; (ii) guard Southern nations from the influence and incursions launched by the opposed camp; (iii) stimulate indigenous development. With few exceptions, Southern nations provided little input to the definition and execution of North-South dynamics during this period. In the case of Africa and to some extent Asia, the acquisition of independence was so recent and often sudden that there was little time to reflect on the kind of policies and measures needed to build bal anced relations with the former mother country. In Latin America, the Monroe Doctrine had long insured that the region was a virtual captive of the US. Aid for development was contingent on conformity to US political and economic interests. The cognitive component of South-North dealings strongly reflected the two above mentioned dispositions. The relative lack of political experience in the South. and the dearth of an organized and sizable intellectual/academic community, meant that there were few cognitive and human resources for undertaking careful study and analysis of the conditions and needs of develop ment from a Southern perspective (influential exceptions existed though, such as Raul Prebisch in Latin America or Ghandi in India).

With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. At the same time, the conference would provide the occasion to review existing and evolving areas of transatlantic cooperation in science and technology from the perception of the United States, the European Commission, and the member states of the European Union.

Civil and commercial space actors that engage in international endeavors must comply with space technology export controls. In the general discourse, members of the civil and commercial space community have an understanding of their domestic export control regime. However, a careful reading of the literature on space technology export controls reveals that certain questions relevant to international engagements have not been identified or answered. What is the legal-political origin of space technology export controls? How do they relate to the current international legal structure? What steps can be taken to evolve our current unilateral paradigm of space technology within the context of peaceful exploration and use of outer space? In this book, these and other relevant questions on space technology export controls are identified and assessed through an insightful case-study of the U.S. commercial communication export control regime. The findings of this case-study are used in an international legal-political analysis of international space law, public international law, and international cooperation. Breaking new ground in international legal theory, a self-justified security dilemma that is manifest in international law is identified and explained as the origin for the current paradigm of space technology export controls.
