Book excerpt: In 2014, the African Union established the Science, Technology and Innovation Strategy for Africa 2024 (STISA–2024). It is the first phase of a ten-year strategy that places science, technology and innovation at the epicentre of the African Union’s outlook for the continent as envisioned in its “Agenda 2063.” The strategy aims to address the challenges that hinder development in critical sectors such as agriculture, energy, environment, health, infrastructure, mining, security and water. The strategy is anchored in six distinct priority areas that contribute towards the African Union vision and includes four strategic action areas to be undertaken. The strategy aims to enhance the implementation of science, technology and innovation programs across the continent through increased technical skills and institutional capacity, promotion of economic competiveness by fostering entrepreneurship and innovation, stronger protections for intellectual property and improvements to research and innovation infrastructure. The following document provides a template that government offcials, the private and public sector and academics can use to improve Africa’s science and technology capacity through the implementation of STISA–2024.

In the STI literature, Africa has often been regarded as a recipient of science, technology, and innovation rather than a maker of them. In this book, scholars from a range of disciplines show that STI in Africa is not merely the product of “technology transfer” from elsewhere but the working of African knowledge. Their contributions focus on African ways of looking, meaning-making, and creating. The chapter authors see Africans as intellectual agents whose perspectives constitute authoritative knowledge and whose strategic deployment of both endogenous and inbound things represents an African-centered notion of STI. “Things do not (always) mean the same from everywhere,” observes Clapperton Chakanetsa Mavhunga, the volume's editor. Western, colonialist definitions of STI are not universalizable. The contributors discuss topics that include the trivialization of indigenous knowledge under colonialism; the creative labor of chimurenga, the transformation of everyday surroundings into military infrastructure; the role of enslaved Africans in America as innovators and synthesizers; the African ethos of “fixing”; the constitutive appropriation that makes mobile technologies African; and an African innovation strategy that builds on domestic capacities. The contributions describe an Africa that is creative, technological, and scientific, showing that African STI is the latest iteration of a long process of accumulative, multicultural knowledge production. The strategy provides a flexible framework for adopting flagship programs that involve a number of countries based on their needs, capabilities and long-term development objectives. Some areas of technological endeavor, however, represent foundations upon which economic activities are constructed. One of those areas is building geospatial data infrastructure. This can be achieved through a variety of data-collecting measures ranging from large satellites to unmanned aerial vehicles. The opportunity to use remote sensing technology for development has never been greater. There are over 100 remote sensing satellites currently in orbit, with over half designed to gather imagery that could be used for development. The industry is also growing: the OECD estimates that over 250 satellites will be launched during this decade alone, compared to half that amount during the last decade. Recent innovations around satellite technologies have also driven down costs and made it viable for low-income countries to develop cost-effective satellite programs. This paper examines small satellite programs as windows of opportunity for countries to achieve their development goals. First, it locates the potential socioeconomic benefits of satellites in low-income countries. Next, it explores the recent history of, and lessons learned by, South Africa, Brazil, and South Korea. While tens of other countries have developed satellite programs, these case studies offer insights into how and why countries have created successful programs. Next, this chapter examines the latest technologies and focuses on emerging opportunities for current and future space programs. Lastly, it develops concrete options and a clear strategy for policymakers in emerging markets to consider when designing future programs.

This book aims to contribute to the debate about empowering Africa to play a more meaningful role in the global innovation system. It emphasizes the important role of technology transfer in assisting Least Developed Countries (LDCs) in Africa to expand their technological capabilities. The book surveys IP and innovation policies in Africa's past and present, providing theoretical, policy, and legal frameworks, as well as specific measures that will help African LDCs. It proposes solutions to overcome challenges currently posed by inefficiencies in the flow of technologies to LDCs and by the fragmentation of the international legal framework that regulates technology transfer. Notably, the book proposes maximal implementation of the TRIPS Agreement provisions related to technology transfer and recommends the adoption of a uniform international legal instrument under the framework of the WTO to be designated as the Agreement on Trade-Related Issues of Technology Transfer and Innovation (TRITTI). The book advocates for proactivity from African LDCs and urges them to cultivate environments that attract and enable technology transfer into their respective states. This will facilitate technological learning, accelerate absorption and adaptation fit to an African context, and will catapult African LDCs down the road of innovation.

It does so by examining four country-cases - Botswana, Côte d'Ivoire, Kenya and Zambia - while referring to South Africa as a possible exemplar case. The book reaffirms that the majority of governments in Africa spend less than one per cent of their GDP on research and development (R&D) despite the commitment to raise their research funding levels contained in the Lagos Plan of Action (1980). Hence, reliance on external funding for research persists on the continent. To manage research engagements and public funds, Science Granting Councils (SGCs) have been established. These institutions are held accountable for how public funds are spent and how the research they fund contributes to the advancement of society. To-date, the SGCs and researchers have demonstrated in various ways how funded research contributes to the advancement of society. However, there appear to be differences in opinion amongst key stakeholders in terms of what constitutes research priorities as well as expectations in terms of the returns on research investments made. This book brings to the fore the importance of research and its outcome on societal development, and reveals the stake that African governments hold in the process. The book encourages African governments to show greater commitment to providing funding for research on the continent. This is critical if governments are to assume a lead role in the continent's development agenda. It would also set the stage for partnerships with other stakeholders, including industry and funding organisations. Researchers are also encouraged to work closely with the SGCs to ensure the valorisation of research products for societal benefit. This has a potential to unlock more funding for research in Africa which, in turn, would drive the development of the continent.

Book excerpt: The book discusses the policies and strategies for Science and Technology (S&T) and Innovation capability building put up by Maghreb states (Algeria, Tunisia, Morocco) in the last three decades. The application of structural adjustment programmes (SAPs) in recent years, the opening up of their economies and liberalisation of trade have confronted firms with largely innovation-based competition and the attempt to reduce this impact are far from effective, particularly in the face of the era of knowledge economy and sustainability requirements. The work is articulated around three major themes: the difficult path to S&T capacity building, the attempts to put up National Systems of Innovation (NSI) and the prospects for a more innovation driven growth at the territorial level, notably through intermediate institutions and science and technology poles. While pointing out the difficulties of building NSI, the book examines how the context of an innovation- driven competition put local firms, especially SMEs, in a difficult position. It notes that universities, which are prone to internal politics and rent-seeking, are not producing the necessary human capital. The knowledge economy era challenges raise some hopes for better access to innovation and knowledge assets in the world while at the territorial level, new innovation dynamics are taking place. Based on extensive research and consultancy work done on the analysis of policies in the Maghreb, the book also raises the issue of the neighborhood of the European Union, and argues that unless Europe integrates the Maghreb in a real neighborhood Innovation System, the prospects for innovation take -off in the region are limited.
