Book excerpt: Science Policy Perspectives: USA-Japan is a collection of papers from the "Second Seminar on Science Policy" under the U.S.-Japan Cooperative Science Program held in Hawaii in August 1981. This collection presents an exchange of ideas between the Japan and the United States on each other's science policies. One paper confers the belief that basic and applied scientific research in America are fundamentally distinct. Political and administrative considerations influence perceptions of basic and applied research. Those responsible for framing and implementing science policies should have an alternative, two-dimensional view where basic and applied science does not exclude each other. In Japan, basic research is done in universities, applied research is made in national research institutes, while research and development is carried out by the private sector. Other papers address the policies of resource allocation in basic and applied research in the two countries, the practices of their respective governments, the cooperation of universities and industry, as well as patent policies for government supported research. This collection can prove useful for engineers, inventors, investigators in both government and privately funded research, and policy makers in government dealing with scientific research and development.

Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industrieslike biotechnology, telecommunications, and information processingwill follow the same pattern. But is industrial policy the main reason for Japan's economic achievements? The author asserts that the reasons for Japan's spectacular track record go well beyond the realm of industrial policy into broad areas of the political economy as a whole. In this book, the author attempts to identify the reasons for the comparative effectiveness of Japanese industrial policy for high technology by answering the following questions: What is the attitude of Japanese leaders toward state intervention in the marketplace? What is the Ministry of International Trade and Industry (MITI) doing to promote the development of high technology? How has the organization of the private sector contributed to MITI's capacity to intervene effectively? What is the relationship between what has happened in the two countries? And where did Japan's technological excellence come from? In an economic history that will arouse controversy on both sides of the Pacific, Richard J. Samuels finds a key to Japan's success in an ideology of technological development that advances national interests. From 1868 until 1945, the Japanese economy was fired by the development of technology to enhance national security; the rallying cry "Rich Nation, Strong Army" accompanied the expanded military spending and aggressive foreign policy that led to the disasters of the War in the Pacific. Postwar economic planners reversed the assumptions that had driven Japan's industrialization, Samuels shows, promoting instead the development of commercial technology and infrastructure. By valuing process improvements as much as product innovation, the modern Japanese system has built up the national capacity to innovate while ensuring that technological advances have been diffused broadly through industries such as aerospace that have both civilian and military applications. Struggling with the uncertainties of a post-Cold War economy, the United States has important lessons to learn from the way Japan has subordinated defense production yet emerged as one of the most technologically sophisticated nations in the world. The Japanese, like the Venetians and the Dutch before them, show us that butter is just as likely as guns to make a nation strong, but that nations cannot hope to be strong without an ideology of technological development that nourishes the entire national economy.

While the Japanese motor vehicle and consumer electronics industries have been relatively well analysed, there are no comprehensive up-to-date studies of the Japanese IC industry. This book addresses the questions consequently left unanswered: How were Japanese IC companies able tocatch up with their western rivals--and in some cases overtake them? How have Japanese IC companies responded to the post-IBM world of computing? Why do they remain primarily dependent on the Japanese market? Why do they combine competences in computers, semiconductors, and telecommunicationsequipment, while their US counterparts are far more specialized? This approach stresses the importance of the beliefs that are constructed in the firm under conditions of 'interpretive ambiguity', which guide the firm's decisions and its reactions to new technologies. Lengthy analyses of NEC and NTT (byfar the world's largest company in terms of market value; its future currently under government scrutiny), and of the computing, switiching, and optical fibre industries, illustrate these concepts.
