Book excerpt: Recent discussions among scientists and policy-makers have highlighted that knowledge generated by many research and demonstration projects is not reaching policymakers in an efficient way. Conversely, the consideration of research results by the policy making community is not straightforward, and difficulties arise in integrating the latest research developments in legislation. The difficulty is enhanced by the fact that the policy-making community is not defining its role as "client" sufficiently well and the dialogue and communication channels are far from ideal to ensure an efficient flow of information. An increasing number of experts consider that improvements could be achieved through the development of a "science-policy interface" so that R&D results are synthesised in a way to efficiently feed policy implementation and that short, medium and long term research needs may be identified. This book examines the issue of integrating science into policy, with an emphasis on water system knowledge and related policies. An important feature of the book is the discussion of science-policy interfacing needs, illustrated by examples from authors from different countries in relation to water system management. This publication is timely in that the science-policy interfacing is now identified as a key challenge worldwide with regard to integrated water resource management, and therefore the book will be of great interest to scientists, water managers and stakeholders. Readers will also benefit from a better understanding of the needs, benefits and drawbacks of an established transfer mechanism of scientific outputs to policies.

Coastal lagoons are shallow water bodies separated from the ocean by a barrier (e.g., narrow spit), connected at least intermittently to the ocean by one or more restricted inlets, and usually geographically oriented parallel to the shore-line. Coastal lagoons are flexible and usually able to cope with environmental change, yet nowadays they are under threat. This is partly due to climate change impacts (for example, sea-level rise and hydro-meteorological extreme events) but also due to more direct human activities and pressures. The book focuses on addressing these challenges through integrated management strategies seen in a land-sea and science-stakeholder-policy perspective. Pan-European management challenges are seen from the context of the perspectives of Policy, Environment and Modelling. Four case study lagoons in different geographical locations in Europe provide examples of some of the practical experiences and results around these challenges. Possible impacts on drainage basins and lagoons are introduced through integrated scenarios which were developed through a multi-science and land-lagoon science perspective combined with interactions and contributions from stakeholders and citizens. Issues around climate change impacts on environmental conditions in both drainage basins and lagoons are also included. The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.

Results and lessons learned from the project are summarized in this volume, and recommendations are made for this pilot’s replication and transferability to different coastal areas and sustainable water management tasks - and beyond to other sustainability research and policy issues.
