But science thus subordinated marches with a crippled step, and is slower than she might be in evolving the hidden truths of nature. Even of this method Short-sighted utilitarianism is manifesting jealousy which daily increases. The growing apathy of our public authorities toward the application of scientific methods to the exploration of the public domain, is manifested in the increasing reluctance to provide for scientific methods of research in making such surveys, and the tendency to limit them to simple empirical processes. It is seen in inability to appreciate the value of scientific results when produced, and refusal to provide for their publication. Masses of precious material are thus lying in mildew and neglect, sim ply because too scientific for direct application to the purposes of lode-discovery, mineral working, or some similar utility. Men of recognized scientific capacity have been displaced from position to gratify the clamor for some empiricist or tool of an empirical Spirit, or perhaps even to suit the political change in a State administration. The former have lost the stimulus of popular sympathy and criticism, and the contraction of the recruiting ground has diminished the number of the unattached local workers upon whose efforts progress in certain departments ultimately depends. Moreover, an ever increasing proportion of the new recruits have entered upon their work with minds cast in the mould of one of the orthodox universities or schools, and carry it on rather as a means of livelihood than of any special enthusiasm for the cause. Hence Science has had to suffer, on the one hand, from a certain degree of lukewarmness, and, on the other, from a conservatism that has had its origin in impatience at unsympathetic and ignorant control. The result, while it has been detrimental to Science, has been no less injurious to the cause of popular education. Tennyson, in his Despair, represents, with powerful pathos, the condition of a man whose peace of mind had been shattered by the teachings of a science which he woefully misunderstood it had destroyed the foundations of his old beliefs without substituting anything in their stead it had broken the old moorings, and left the man to drift aimlessly instead of endowing him with the strength and stability with which to use the intellectual liberty he had gained. Nations that have advanced most in the career of human improvements in former times have been subdued by the more numerous hordes of barbarians: and the relics of antiquity of nations now no more, but who once were far advanced in civilized life, remain to give a melancholy interest to those who study the works of departed ages. Prejudice and superstition have been the great barriers to the advancement of knowledge among the people. In every age of man's existence a certain portion of the human race have found that they could gain the support and admiration of their fellow-beings by practising deception on the less crafty but more credulous portion of their own tribe, clan or nation. Ignorant of the laws and operations of nature themselves, they have been successful in making others believe that the strange phenomena in the material world were brought about by good or evil spirits who inhabit the regions of space. By the practice of jugglery and sleight-of-hand, and by using particular agents to produce strange results, alike mysterious with the uninformed, they acquired such celebrity and ascendency over the ignorant as to be readily believed when they pretended that they had received special messages from supernatural beings, and were appointed as the agents of their will. Hence arose the different orders of magicians, soothsayers and priests. These often found it necessary to clothe their deities with vengeance, wrath and fury that they might the more easily excite fear and terror in the minds of the people who might employ and compensate them for their intercessions with the offended deities. Those who have pretended to act as mediators between mortal man and the immortal gods have ever found it to their interest to perpetuate the reign of ignorance and to repress the light of science.
