Book excerpt: The United States faces a new challengeâ€"maintaining the vitality of its system for supporting science and technology despite fiscal stringency during the next several years. To address this change, the Senate Appropriations Committee requested a report from the National Academies of Sciences and Engineering and the Institute of Medicine to address "the criteria that should be used in judging the appropriate allocation of funds to research and development activities; to examine the appropriate balance among different types of institutions that conduct such research; and to look at the means of assuring continued objectivity in the allocation process." In this eagerly-awaited book, a committee of experts selected by the National Academies and the Institute responds with 13 recommendations that propose a new budgeting process and formulates a series of questions to address during that process. The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).

Book excerpt: In the Comprehensive Spending Review (CSR) 2007 the Science Budget has increased to £11.24 billion; the increase from 2007/08 to 2010/11 is 17.5 per cent, with a Government commitment to increase the science budget by 2.5 per cent per annum in real terms. But the increases do not fully cover Government-determined spending commitments, such as the requirement for Research Councils to cover 80 per cent of the full economic costs of research, and expenditure on new bodies like the Technology Strategy Board. The Committee is concerned that the Government has failed to protect the existing and planned research base, and has reservations about the influence Government appears to have on the use of the budget and the extent to which the Haldane Principle - scientists making the detailed decisions on spending - has been upheld. The formation of the Science and Technology Facilities Council (STFC) was untimely and poorly conceived. Formed in April 2007, it could not be ready for the 2007 CSR. And in merging two Research Councils, one research community has been saddled with the debt of another. In STFC itself, the report finds weaknesses in its peer review system, its communications and its management. Substantial and urgent changes need to be made to the way in which the Council is run in order to restore confidence and to give the Council the leadership it desperately needs. DIUS has a difficult job to do: it has to ensure the Research Councils are effective without interfering in how they spend their money. The evidence suggests that the Department's performance has been below par in both these areas and it must demonstrate greater effectiveness in the future.

Book excerpt: The Government needs to produce a long term 'roadmap' for increasing public and private sector science R&D investment in the UK to 3% of GDP - the EU target. Government spending on the science base has been protected since 2010, with a flat-cash- ring-fenced budget for annual 'resource' spending. Annual 'capital' budgets have varied with capital spending within the science budget protected up to the end of 2021. The pending Government's Spending Review, which will determine the science and innovation budget allocations for the rest of this Parliament, is being conducted under present accounting protocols and deals with capital and resource budgets for science separately. 'ESA-10' accounting rules will in future count resource expenditure on R&D as capital, reflecting the fact that all expenditure on science research is an investment. The Government should make it clear that this rules revision will not be used as a means to change the underlying funding settlement. The 'dual support' system has produced a world class and highly efficient system for scientific research. Any significant changes to this system would require a clear justification. A significant element of research funding should continue to be channelled though both the research councils and the higher education funding authorities. Clear justification will also be needed for any significant change in funding allocations between the research councils. To show a clear commitment to innovation more generally, the Government should ring-fence Innovate UK's budget. The Government should also retain the current system of innovation grants - rather than loans - as a key policy tool, alongside R & D tax credits
