But he has larger claims to respect and consideration. He made a creditable attempt to solve the root-problem of material life — poverty, — and his just-published posthumous book, " The Science of Political Economy," excites that pathetic interest which attaches to the memory of one who tried to aid his fellowman. He was eloquent, but he was free from the hysteria of demagogy. His sympathies, born of bitter vicissitude, were acute, but they were tempered with reason. He believed in the equality of opportunity ; but he believed also (as an American and an individualist) in the natural inequality of capacity. When he saw the industrial evils of the Old World reappear in one of the richest and fairest parts of the New — commercial depression, involuntary idleness, wasting capital, pecuniary distress, want, suffering, anxiety, — he was startled, and he set about to discover the cause. We value him for what he tried to do. "Progress and Poverty " was an immensely interesting and attractive book on a seemingly sapless science. It struck fire from flint, and lifted the author from obscurity to world-wide celebrity. Emerson says that every man is eloquent in that which he understands. It would be, perhaps, truer to say that every man is eloquent in that in which he fervently believes, and George believed that he had given a message. To quote his own words: " On the night on which I finished the final chapter of 'Progress and Poverty,' I felt that the talent entrusted to me had been accounted for — was more fully satisfied, more deeply grateful, than if all the Kingdoms of the earth had been laid at my feet." No one doubts his sincerity, his intellectual integrity, the cleanliness of his soul. His expectations were infinite, his faith simple. The poverty of the world lay not in Nature but in a vicious economic system ; and he thought that he had found a "sovereign remedy" which would "raise wages, increase the earnings of capital, extirpate pauperism, abolish poverty, give remunerative employment to whoever wishes it, afford free scope to human powers, lessen crime, elevate morals and taste and intelligence, purify government, and carry civilization to yet nobler heights."

The classical age of economics was marked by an intense interest in scientific methodology. It was, moreover, an age when science and philosophy were not yet distinct disciplines, and the educated were polymaths. The classical economists were acutely aware that suitable methods had to be developed before a body of knowledge could be deemed philosophical or scientific. They did not formulate their methodological views in a vacuum, but drew on a rich collection of philosophical ideas. Consequently, issues of methodology were at the heart of political economys rise as a science. The classical era of economics opened under Adam Smith with political economy understood as an integral part of a broader system of social philosophy; by the end, it had emerged via J. S. Mill as a "separate science", albeit one still inextricably tied to the other social sciences and to ethics. The Rise of Political Economy as a Science opens with a review of the epistemological ideas that inspired the classical economists: the methodological principles of Bacon, Descartes, Hobbes, Newton, Locke, Hume, Stewart, Herschel, and Whewell. These principles were influential not just in the development of political economy, but in the rise of social science in general. The author then examines science in eighteenth- and nineteenth-century Britain, with a particular emphasis on the all-important concept of induction. Having laid the necessary groundwork, she proceeds to a history and analysis of the methodologies of four economist-philosophers—Adam Smith, Robert Malthus, David Ricardo, and J. S. Mill—selected for their historical importance as founders of economics and for their common Scottish intellectual lineage. Around the world, nations that are more democratic tend to be freer across various aspects of life and human experience. This book undertakes a social scientific analysis of this claim and finds it to be wanting. The reality of democratic systems does not adhere to popular rhetoric. One of the key reasons for this is that our system is an entangled system, one in which the realm of the political and commercial are so intertwined that they cannot be easily separated. Businessmen have political interests, and politicians have commercial interests. The implication of this entanglement is that alleviating the problems that emerge in democratic systems is not a simple matter of rolling back damaging interventions. Due to the logic of entanglement, returning to a “free market” is not possible in most cases. The authors pull economics back to its classical roots to analyze the social orders that best allow people to live together. The world is not constantly aiming at placidity, as the prevailing economics of equilibrium would have us think. We live in a world of change and turbulence, so our social science requires a framework that deals with this turbulence robustly. Classical economists beginning with Adam Smith sought to uncover which forms of human association allowed us to live better together. The authors explain Smith’s observations, asking the same sorts of questions of readers today. Because the baseline assumption of entanglement does not allow one to divide the world so clearly into two distinct structures, the authors parallel Smith’s approach, focusing on forms of association rather than political or commercial structures. Focusing on human association, the authors help readers uncover the manifold structures humans have devised that allow them to tame the turbulence and live lives more harmoniously with others.
