[...] The institutional completeness component is the place where the main action takes place for the members of the community, the institutions and organizations of civil society. [...] Social proximity is the foundation of the model for cultural auton- omy, helping to highlight its central and fundamental role both for the vitality of the language and for the cultural autonomy of the group. [...] These are enculturation (amount of contact with the group's language and culture), personal autonomization (which ensures a person's autonomy as a learner and user of the language), and social conscientization (which encourages the development of a "critical consciousness" of the group's legitimacy and stability and sparks behaviours of involvement and leadership). [...] It rep- resents the group's management of the cultural and social institu- tions that breathe life into the group's language in the public domain (Breton, 1964) and marks the community's ability to establish and manage what Fritz Capra (2002) calls "identity borders." In fact, insti- tutions are the markers of the group's collective identity and have a major role to play in its historical continui.

Book excerpt: Autonomy, Accountability and Social Justice provides an account of recent developments in English state education, with a particular focus on the ‘academisation’ of schooling. It examines how head teachers, teachers and others working in diverse education settings navigate the current policy environment. The authors provide readers with insight into the complex decision-making processes that shape school responses to current educational agendas and examine the social justice implications of these responses. The book draws on Nancy Fraser’s social justice framework and her theorising of neoliberalism to explore current tensions associated with moves towards both greater autonomy for and accountability of state schooling. These tensions are presented through four case studies that centre upon 1) a group of local authority primary schools, 2) an academy ‘chain’, 3) a co-operative secondary school and 4) an alternative education setting. The book identifies the ‘emancipatory’ possibilities of these approaches amid the complex demands of autonomy and accountability seizing English schools. Informed by a consideration of market parameters and social protectionist ideals, this examination provides rich insights into how English schools have emancipatory capacity. Autonomy, Accountability and Social Justice makes a major theoretical contribution to understandings of how the market is working alongside the regulation of schooling and the implications of this for social justice. By drawing on the experiences of those working in schools, it demonstrates that the tensions associated with autonomy and accountability within the current education policy environment can be both productive and unproductive for social justice.

What principles should govern these decisions in a society marked by religious and cultural pluralism? In Faith in Schools?, Ian MacMullen tackles these important questions through both political and educational theory, and he reaches some surprising and provocative conclusions. MacMullen argues that parents' desires to educate their children "in the faith" must not be allowed to deny children the opportunity for ongoing rational reflection about their values. Government should safeguard children's interests in developing as autonomous persons as well as society's interest in the education of an emerging generation of citizens. But, he writes, liberal theory does not support a strict separation of church and state in education policy. MacMullen proposes criteria to distinguish religious schools that satisfy legitimate public interests from those that do not. And he argues forcefully that governments should fund every type of school that they permit, rather than favoring upper-income parents by allowing them to buy their way out of the requirements deemed suitable for children educated at public expense. Drawing on psychological research, he proposes public funding of a broad range of religious primary schools, because they can help lay the foundations for young children's future autonomy. In secondary education, by contrast, even private religious schools ought to be obliged to provide robust exposure to the ideas of other religions, to atheism, and to nonreligious approaches to ethics.

The fact that 2023 marks the 25th anniversary of the coming into force of the Council of Europe Framework Convention on National Minorities (FCNM) and European Charter for Regional and Minority languages (ECRML) makes this book especially timely and relevant. Its numerous detailed empirical studies, one of which uses FCNM reporting as a benchmark, give a picture of the extent (or otherwise) to which international minority rights standards are actually being realized through various NTA arrangements. Book excerpt: The book explores the idea that pedagogy for autonomy requires the integration of teacher and learner development and can be enhanced through a case-based approach in teacher education. A case-based approach values experiential professional learning and expands professional competences necessary to promote autonomy in schools: developing a critical view of (language) education; managing local constraints so as to open up spaces for manoeuvre; centring teaching on learning; interacting with others in the professional community. Two strategies to implement the approach are presented and illustrated. The first one involves teachers in designing, implementing and evaluating experiences of pedagogy for autonomy, which are the basis for writing professional narratives and building a case portfolio. The second draws on teachers’ pedagogical experience as the basis for the construction of case materials where experiential elements are combined with theoretical input and reflective tasks, so that the teachers who use those materials can reflect about and explore their own practice.

Relationships between teachers and their heads and principals must be informed by equality and mutual respect, and decision making must be on the basis of dialogue and discussion. The annual, monthly and weekly calendars of activities need to provide time for such staff interactions for reviewing and planning.
