Book excerpt: Recent increases in child obesity have sparked concerns about competitive foods--foods sold to students at school that are not part of federally reimbursable school meals. The nutritional value of these foods is largely unregulated, and students can often purchase these foods in addition to or instead of school meals. Nearly 9 out of 10 schools sold competitive foods to students in school year 2003-2004, and the availability of competitive foods sold in middle schools and through a la carte lines has increased over the last 5 years. Schools often sold these foods in or near the cafeteria and during lunch, and the competitive foods available ranged from nutritious items such as fruit and milk to less nutritious items such as soda and candy. High and middle schools were more likely to sell competitive foods than elementary schools. The six school districts visited all recently took steps to substitute healthy items for less nutritious competitive foods. In each district, committed individuals took actions to initiate and lead change while also involving those affected. However, districts faced several barriers to change, including opposition due to concerns about revenue losses. In recent years, federal, state, and local governments have increasingly focused on the role that competitive foods play in children's diets. The April 2004 report on competitive foods, revealed that increasing numbers of state legislatures are enacting and proposing legislation to restrict the availability of competitive foods in schools. In addition, school districts and schools themselves are taking steps to limit the availability of competitive foods. Book excerpt: Because of concerns about trends in children's health and eating habits and interest in further understanding issues related to competitive foods in schools, this study addressed: which foods and school food practices fell under the term "competitive foods" and what federal restrictions existed on their sale; what was known about the types of competitive foods and their availability and prevalence in schools; and what was known about additional steps being taken on the state and local levels to curtail the sale of competitive foods. Researchers reviewed legislation, policies, and studies that addressed competitive foods in schools, gathering information on federal and state competitive foods laws and regulations; analyzed data on the availability, prevalence, and types of competitive foods in schools from three national studies: The School Nutrition Dietary Assessment Study-II, the School Health Policies and Programs Study of 2000, and the Third Year Report of the School Meals Initiative Implementation Study; reviewed several smaller-scale studies on the association between competitive foods in schools and child nutrition, assessing the adequacy of samples and measures employed, reasonableness and rigor of statistical techniques, and validity of results; and interviewed people in professional organizations, advocacy groups, and other stakeholder groups. Results found that competitive foods included all foods and beverages sold in schools except for meals provided through the School Lunch and School Breakfast Programs. Competitive foods were sold in a variety of locations on most school campuses nationwide. Several states, school districts, and individual schools had enacted competitive food policies that were more restrictive than federal regulations. There was a wide variety in types of restrictions applied. An appendix, which comprises the bulk of the document, includes briefing slides.

These foods have been widely criticized as being of low nutritional value, undercutting public efforts to improve children's diets and prevent obesity. The Healthy, Hunger-Free Kids Act of 2010 requires schools that offer USDA school meals to limit competitive foods to those that meet updated nutrition standards, under development by USDA's Food and Nutrition Service (FNS). Limiting the types of competitive foods available for sale may result in lost revenue for school foodservices, which depend to varying degrees on this revenue stream. Because USDA school meal programs are a part of the Nation's nutrition safety net, the contribution that competitive food revenues make to foodservices serving economically vulnerable student populations is of particular interest. This book examines how updated nutrition standards for competitive foods might affect competitive food availability, and the implications for foodservice revenues.

Book excerpt: The National School Lunch and School Breakfast Programs, administered by the Food and Nutrition Service (FNS) of the U.S. Department of Agriculture (USDA), are key components of the nation's food security safety net, providing free or low-cost meals to millions of schoolchildren each day. To qualify their children each year for free or reduced-price meals, many families must submit applications that school officials distribute and review. To reduce this burden on families and schools and to encourage more children to partake of nutritious meals, USDA regulations allow school districts to operate their meals programs under special provisions that eliminate the application process and other administrative procedures in exchange for providing free meals to all students enrolled in one or more school in a district. FNS asked the National Academies' Committee on National Statistics and Food and Nutrition Board to convene a panel of experts to investigate the technical and operational feasibility of using data from the continuous American Community Survey (ACS) to estimate students eligible for free and reduced-price meals for schools and school districts. The ACS eligibility estimates would be used to develop "claiming percentages" that, if sufficiently accurate, would determine the USDA reimbursements to districts for schools that provided free meals to all students under a new special provision that eliminated the ongoing base-year requirements of current provisions. Using American Community Survey Data to Expand Access to the School Meals Program was conducted in two phases. It first issued an interim report (National Research Council, 2010), describing its planned approach for assessing the utility of ACS-based estimates for a special provision to expand access to free school meals. This report is the final phase which presents the panel's findings and recommendations.
