It shall be the duty of the state sch001 book commis sion at the last meeting aforesaid to fix the prices at which the various books adopted shall be sold to patrons, the excess of which above contract pr1ce representing the profit to the retailer; but in no case shall such profit exceed twenty per cent. Of the contract price. The state superintendent of free schools shall notify each county superintendent of the list of books adopted and the prices at which they are to be sold and any person sell ing such books at a higher price than that fixed by the state school book commission shall be guilty of a misdemeanor, and upon conviction thereof shall be fined not less than ten dollars nor more than fifty dollars. The books furnished during the contract period shall be equal in all respects to the sample copies furnished the said commission; and it shall be the duty of the state svperintendcnt of free schools to carefully preserve in his office as the standard of quality, sample copies of all books contracted for. Such decisions as those on page 152 would probably be now impossible anywhere, and there is more and more recognition of the principle that the school is for the child, not the child for the school. Every ap plicant for a certificate shall be examined in the: subjects here inafter mentioned, for the several grades respectively as fol' lows: 'f or the third grade, in orthoepy, orthography, read ing, penmanship, arithmetic, English grammar, geography, the history of the United States, the constitution of the United States, the constitution of the state of Wisconsin, physiology and hygiene with special reference to the effects of stimulants and narcotics upon the human system, the theory and art of teaching, and after January 1st, 1902, in the Manual of the Elementarv Course of Study for the Common Schools of Wis consin, and in the elements of agriculture; for the second grade in all the foregoing and also in algebra, physical geog raphy, and after July lst, 1902, in American literature and English composition; for the first grade in all the foregoing and also in physics and plane geometry, and after July 1st, 1902, in English literature and English history. If found qualified said applicant shall receive the certificate appropri ate to his grade. A third grade certificate shall entitle the holder to teach for such period not more than one year as may be specified therein, in any town in the superintendent district in which he is examined, except that it may be limited by the county superintendent to one town or school district therein. A second grade certificate shall entitle the holder to teach in any town in such superintendent district and be in force three years from its date, but the county superintendent may limit the same to one year and remove the limitation upon satisfac tory evidence that the holder has successfully taught a. The authority is indicated by the number of the volume, the name of the author of the series of reports, and the number of the page. (10 Barbour 296, ) indicates the 26th page of the tenth volume of Barbour's Reports: to be found in any law library. (2.) To Statute Laws of the State of New York. These are indicated by three or four sets of figures: the first showing the year in which the law was passed; the second the chapter of the laws of that year; the third the section of the chapter or title: the fourth, if given, the title of the chapter. Thus, (1844,311,3) indicates the third section of the 111th chapter of the laws of 1844; while(1864,555,15, I) indicates the 15th article of the first title of the 555th chapter of the laws of 1864. (3.) To Decisions of the State Superintendent. These are indicated by the initials of the Superintendent, and by the number of the decision as recorded in the Department of Public Instruction. (4.) To the Code of Public Instruction edition of 1868, a copy of which is in the custody of the Clerk of every district in the State. This copy may be borrowed by any tax payer in the district and kept three days, except within five days of a school meeting.
