Book excerpt: Excerpt from School Health Supervision in Minneapolis, Minn This latter board comprises seven members - two members of the city council and the mayor, who serve as exofficio members, and four other members who are appointed by the mayor with the approval of the city council. The authority to maintain health supervision over the public schools is vested in the board of education and is exercised by the department of hygiene. The public health administration of the city is under the division of public health of the board of public welfare. Coordination of Functions. In May, 1920, the board of education, with the approval of the board of public welfare, designated the commissioner of public health to act also as director of the department of hygiene of the board of education and transferred to the account of the board of public welfare funds in the amount of the salary formerly paid the director of hygiene. This action by the board of education was a distinctly progressive step, both from the standpoint of economy and efficiency, and is in accord with the present tendency of governmental agencies to harmonize the work of the various boards and bureaus which have nearly identical functions. The coordination of the health work in the schools with the work of the city department of health extends, at present, only to the employment of a common director, and does not permit of the interchangeable utilization of the services of the personnel of the department of hygiene and the division of public health in school health work and general public health work. School Buildings and School Population. The board of education operates 84 public schools, including 6 high schools, 3 junior high schools, a school for crippled children, and a farm school for boys. In respect to the latter, the board of education exercises no other function than that of supplying teachers. As is the case in practically all cities, the school building program has been of gradual evolution, and has not kept pace with increase in the population, owing to the lack of funds. For this reason some of the lower classes are overcrowded and a few of the school buildings are of rather ancient construction. In the main, however, the newer buildings are in keeping with the requirements of modern school architecture. The attendance at the public schools at the time of this survey was 60,146. Exclusive of the high schools, the attendance was 50,080. School Health Supervision. Minnesota has no State school medical inspection law, but school medical inspection is permitted under regulations of the State board of health which have the force of law. Book excerpt: Excerpt from Organized Health Work in Schools With an Account of a Campaign for School Hygiene in Minnesota In 1900 only 8 cities in America had any organized health work in schools. Since that time over 400 cities have organized departments for the health supervision of school children, and as Dr. Leonard P. Ayres remarks, "this development is without parallel in the history of education." To quote further from Dr. Ayres, "No school (in 1900) had ever heard of a school nurse, for no city in the world employed one; but to-day (1911) 76 American cities have corps of school nurses as permanent parts of their educational forces and 48 cities employ staffs of school dentists." A few years ago the public schools made no provision for the education of the blind, crippled, or mentally deficient, but now in New York City alone there are more than 100 classes for mentally peculiar children, while arrangements are rapidly making for the care of crippled and other classes of physically handicapped children. It was only as recently as 1909 that the first open-air school for tuberculous children was opened in Providence, but to-day such schools may be found in something over 40 cities. The special study of the mentally deficient child has engaged the attention of public school educators for a period of less than three years, but at present plans are rapidly making in many progressive towns and cities for the careful study of such children by the employment of exact psychological methods. All these facts indicate that the physical care of children is engaging the attention of the serious-minded school men. Yet, while all these facts are interesting and significant, it must not be forgotten that no uniform methods of health organization in schools have been evolved, and that there still exist the most widely divergent beliefs and practices in this respect. Health work in schools needs standardization. The experiences of cities already organized in school health matters ought to be studied by other places attempting such organization for the first time. If speaking from experience be regarded a valid reason for speaking at all on a subject, then these chapters have the fullest possible warrant; thirty years of practicing, of speaking, and of writing the ideas presented. The order of presentation has been determined by. experiment. Following the discussion of a topic different groups of persons were asked to tell, "What question about Supervision of Instruction arises from the discussion just ended?" Either a unanimous or a majority opinion would then choose the topic which i is next treated in the text. Thus the order of the I chapters is entirely a psychological order. A closely consecutive reading of the chapters may arouse the feeling that certain ideas have been stated more than once. Usually the restatement seemed necessary to complete the discussion of the topic under consideration and was, therefore, made unhesitatingly. Usually, too, the desire to make a lasting impression of the ideas repeated was part of the actuating motive. Moreover, the restatement is always a new statement. It is also true of the county corps of teachers in the rural schools. In fact, if there is any difference, the country schools suffer most in this regard. Many teachers who are beginning to teach for the first time every year enter the rural schools. Then, too, many experienced rural teachers are new each year to the particular schools in which they teach. This fact increases the demand for more adequate supervision of the teaching forces of the rural schools, and is gradually bringing about an organization of counties into systems of units that are small enough to make adequate supervision possible. This type of organization gives the county superintendent a corps of supervisors similar to that which the city superintendent has who provides for assistant superintendents and supervising principals for the different wards in his system, and it surmounts one of the chief admin istrative difficulties that has so seriously handicapped the rural schools.
