Book excerpt: This study examines the cost of transportation services for Pennsylvania's school districts, focusing especially on the impact on costs of contracting out. Using data from the Pennsylvania Department of Education from 1986 to 2008, the study statistically analyzes total costs, the costs to the state, and the costs to local school districts. On average 72% of transportation services were contracted out by Pennsylvania school districts in 2008, up from 62% in 1986. Findings include: (1) Contracting out significantly increases total costs; (2) Contracting out also increases costs to the state, in part because the state reimburses contracted transportation services at a higher rate than district self-provided services; and (3) For local school districts, there is no statistically significant difference (at the 5% level) between what they pay for transportation services when they contract out versus when they self-provide transportation--in effect, the more generous state reimbursement of contracting out compensates for the increase in total costs. Book excerpt: Lithuania is experiencing rapid demographic change, with the population ageing and significantly shrinking in recent decades. This trend has put pressure on the provision of public services, especially at the municipal level, and is expected to continue in the coming years. Ongoing efforts are made by Lithuania to improve the delivery of municipal services with the aim to mitigate territorial disparities and foster social inclusion. In this perspective, shared public service provision is viewed as a way to enhance the accessibility, affordability and quality of essential public services. This report provides recommendations and an action plan to address challenges inherent to the legal, fiscal and institutional frameworks for shared municipal service provision in Lithuania, while taking stock of these different challenges. The report also provides two roadmaps for piloting primary healthcare and long-term care services in Tauragė+ functional zone (Jurbarkas, Pagėgiai, Šilalė, Tauragė municipalities) through shared municipal service provision. The report draws lessons from peer country experiences, and in particular Finland, where inter-municipal cooperation has been used successfully for decades.

Book excerpt: In the interest of learning more about contracting as a method of transit service delivery, the 1998 Transportation Equity Act for the 21st Century (TEA-21) called on the Transportation Research Board (TRB) to conduct a study of contracting by recipients of federal transit grants. TEA-21 called for an examination of the extent and practice of transit service contracting and its effects on operating costs, customer service, safety, and other aspects of service quality and quantity. To conduct the study, TRB convened a 12-member committee of experts in public transportation management, labor, economics, and public policy. In carrying out the study, the committee reviewed previous reports on transit service contracting; conducted its own nationwide survey of public transit systems and their general managers; and interviewed transit managers, labor union leaders, contractors, and members of transit policy boards. Resulting findings and conclusions are summarized in this report, along with additional insights and ideas for follow-on study. The contents are organized as follows: (1) Introduction; (2) Public and Private Provision of Transit in the United States; (3) Conceptual Framework and Previous Studies on Contracting; (4) Transit Service Contracting in the United States: Extent and Practice; (5) Transit Contracting Experiences and Advice from General Managers; and (6) Summary and Assessment.
