Book excerpt: This study examines the relationship between local Curriculum-Based Measurement (CBM) scores and later academic performance. It adds school-based validity evidence to the body of research literature that has demonstrated CBM to be valid and reliable for a number of assessment purposes. CBM reading and written expression scores for 678 Grade 6 and 7 students were compared to their year-end English and Social Studies marks received in Grades 8, 9 and 10. Correlational and regression analyses confirmed the predictive validity of CBM scores. Data on the academic programming of the students in secondary school allowed for discriminant analysis procedures that demonstrated the ability of CBM to differentiate between student groups of various proficiency levels. Overall, findings support the appropriateness of the use of CBM norms for local assessment applications, including the use of CBM as an indicator of academic performance when making special education eligibility decisions.

Available in PDF, EPUB and Kindle. Book excerpt: Curriculum-based measurement (CBM) is a fast, reliable, and valid set of procedures for measuring student progress in basic skills. However, the predictive validity of math computations and applications probes administered three times across the year (fall, winter, and spring) has not been compared to the TerraNova standardized assessment, nor has CBM's acceptability from corrective education teachers serving students out of the classroom been explored. In this study, nine corrective education teachers working in a large mid-Atlantic urban school district and providing corrective education services to private and parochial schools participated by administering math computations and concepts and applications CBM probes to second and/or third grade students three times. There were 453 second grade students in 19 nonpublic schools and 371 third grade students in 16 nonpublic schools who completed three computations and applications CBM probes at three different points in the year. Of these students, 133 second grade students in 13 parochial schools as well as 108 third grade students in 12 parochial schools completed the TerraNova math assessment. Through the use of multiple regression analyses, it was determined that the concepts and applications probes had significant levels of predictive validity while the computations probes were not found to have any predictive validity when compared to the Normal Curve Equivalent of the Total Math subtests. The nine corrective education teachers also completed three versions of the Assessment Rating Profile-15 (ARP-15), one prior to the use of CBM and two following its use. No significant difference was identified when comparing the results of the first rating scale with either of the second or when comparing the two different rating scales administered at the end of the year. Overall, the concepts and applications probes were found to be significantly predictive of performance on the TerraNova, Second Edition, Total Math subtests, despite the fact that the teachers did not indicate a strong like or dislike towards the use of CBM tools.

Information gleaned from the early assessment could be used to guide instruction and assist with the monitoring of student progress prior to the first year of state high-stakes testing. Too often students in need of extra reading supports are identified too late for interventions to have a maximal impact (Reynolds & Shaywitz, 2009). The purpose of this study is to explore the relationship between early assessments given prior to Missouri's state high-stakes test, the Missouri Assessment Program (MAP), in a school district located in the southeast of Missouri. The researcher examined scores of early literacy tests utilized by the district from the same year of the first MAP administration. Curriculum based measurements in reading (R-CBM) and cloze task word selection (maze), Developmental Reading Assessments (DRA), and district summative common assessments and compared them to scale scores on the Communication Arts portion of MAP. The dependability of each district utilized assessment (R-CBM, maze, DRA, and district summative common assessments) in predicting MAP scores should assist with the improvement of instruction within reading. If the R-CBM, maze, DRA, and/or summative common assessments do not accurately measure the performance of students on the MAP, schools utilizing one or a combination of these assessments will either be devoting resources, time, and/or money to students that do not need additional help. Furthermore, schools could be ignoring students who were in need of interventions and modified instruction. Additionally, local assessments are used to inform and adjust instruction in order to maximized student learning (Stiggins & DuFour, 2009). If the local assessments do not accurately reflect the state test, invalid decisions could be made that lead to poor teaching or gaps in the delivered curriculum.

Known as value-added models (VAMs), these methods are meant to measure the value a teacher or school adds to student learning from one year to the next. To date, however, there is very little evidence to support the trustworthiness of these models. What is becoming increasingly evident, yet often ignored mainly by policymakers, is that VAMs are 1) unreliable, 2) invalid, 3) nontransparent, 4) unfair, 5) fraught with measurement errors and 6) being inappropriately used to make consequential decisions regarding such things as teacher pay, retention, and termination. Unfortunately, their unintended consequences are not fully recognized at this point either. Given such, the timeliness of this well-researched and thoughtful book cannot be overstated. This book sheds important light on the debate surrounding VAMs and thereby offers states and practitioners a highly important resource from which they can move forward in more research-based ways.
